<br />Resolution No. PC-97-09 <br />Page 2 <br /> <br />2. The plan is consistent with the City's General Plan. <br /> <br />The proposed PUD prezoning and development plan have been designed to meet <br />the applicable General Plan policies for the site's General Land Use designation. <br /> <br />General Plan Land Use Desil1nation and Special Study Area <br /> <br />The 360-unit residential development plan on this 92 acre site would result in an <br />overall density of 3.9 dwelling units per acre. Consistent with the method <br />outlined in the City's General Plan, all areas, including the 9.9 acres in the <br />neighborhood park and squares and the project's internal streets, are included <br />when calculating density. The City's 1996 General Plan identifies this site as an <br />area of special interest and targets a density of 4 du/acre with a bonus of 1 du/acre <br />for a superb "traditional planning" design concept. The project, as designed, <br />meets this design objective. <br /> <br />Other objectives identified in the Plan for this special study area include very <br />generous front yard setbacks for new homes facing Mohr Avenue, the <br />preservation of the two existing heritage homes on the site with no new buildings <br />constructed in front of them, and the inclusion of at least nine acres of parkland <br />(including up to three acres of landscape improvements in the adjacent Iron Horse <br />trail corridor). <br /> <br />Land Use Element: <br />The project has been designed to address concerns, related to traffic and noise. A <br />comprehensive traffic analysis has been completed to review various project <br />designs and alternative access scenarios in order to ensure that the <br />project-generated traffic would not have a negative impact in the surrounding <br />neighborhoods. The project's connections to two existing streets in these <br />neighborhoods, Kamp Drive and Mohr Avenue, would not produce volumes of <br />traffic which are considered to be undesirable as established by the City's General <br />Plan policy. The project design of this infill site is compatible with the densities <br />and lot sizes found in the surrounding, medium-density residential areas. The <br />project would also include a 6.7 acre neighborhood park, as well as several <br />smaller neighborhood "open space" squares and a connecting trail way to and <br />landscape improvements within the adjacent Iron Horse Trail corridor. <br /> <br />Circulation Element <br />The project has been designed to provide a safe circulation system which <br />minimizes impacts to the existing streets in the surrounding residential <br />neighborhoods. All interior streets and sidewalks within the project would be <br />designed to meet City design standards and to provide a safe and effective <br />circulation system within the development. <br />
