BACKGROUND <br /> The standard useful lifespan of a chipper truck is 10-15 years, and Unit #821 is on the <br /> replacement schedule this fiscal year. The current unit is a 2001 Ford F-650 that is 23 <br /> years old, has 19,333 miles, and 9,606 hours, with a total of $41,772 spent on <br /> maintenance. The chipper body has rusted through in several locations and can no <br /> longer sustain daily operational use without causing further damage. Due to the <br /> extensive corrosion, repairs to the chipper body are no longer cost-effective. <br /> DISCUSSION <br /> Staff is recommending the purchase of a Freightliner M2106, DD8 7.71- CYL single- <br /> stage engine, Allison 2200RDS transmission with 11-foot chipper body via Western <br /> Truck Fab to replace the existing Unit #821. <br /> Staff researched all potential manufacturers to select a vendor. The National Auto Fleet <br /> Group was selected under the Sourcewell (formerly known as NJPA) Contract 060920- <br /> NAF. Staff reviewed the quotes, specifications, and procurement documents from the <br /> National Auto Fleet Group and determined the Freightliner M2106, DD8 7.71- CYL <br /> Single stage engine, Allison 2200RDS transmission with an 11-foot chipper body <br /> manufactured by Western Truck Fab met the general specifications. National Auto Fleet <br /> quoted the City a price of $195,193 for the chipper truck, which includes a 15 percent <br /> contingency of$29,279 for a total of $224,472. Staff found the bid from the National <br /> Auto Fleet to be fair and reasonable. <br /> Sourcewell (formerly known as NJPA) was established with the statutory purpose of <br /> assisting public agencies in meeting specific needs that are more efficiently delivered <br /> cooperatively than by an entity individually. Jurisdiction clients can utilize cooperative <br /> purchasing contracts through similar joint powers, intergovernmental cooperation, or <br /> cooperative purchasing laws in their respective jurisdictions. Participating agencies <br /> include all eligible government, education, and nonprofit agencies nationwide and in <br /> Canada. Staff researched the types and styles of chipper trucks exhaustively. While <br /> there are many options available, National Auto Fleet Group is in California and is <br /> familiar with the City of Pleasanton's Fleet Division and their operational and vehicle <br /> needs. <br /> Purchasing and delivery of the new chipper truck can take 18-24 months from the order <br /> date until delivery. Staff recommends ordering the Freightliner M2106, DD8 7.7L CYL <br /> single-stage engine, Allison 2200RDS transmission with an 11-foot chipper body <br /> manufactured by Western Truck Fab during Fiscal Year FY 2023/24 to meet the target <br /> of a 2025 delivery. Once replaced, Unit #821 will be stripped and sent to auction. The <br /> proceeds from the vehicle auction are returned to the Internal Service Fund (510) - <br /> Vehicle Replacements (R&R). <br /> STRATEGIC PLAN ALIGNMENT <br /> This purchase was viewed in light of the City's Climate Action Plan 2.0 (CAP); however, <br /> no alternative to an internal combustion engine vehicle for this application was found. <br /> Page 2 of 3 <br />
