BACKGROUND <br /> In 2011, the City launched the Accela software system to manage land use and <br /> community development activities including permitting, inspections, zoning, project <br /> planning, and code enforcement. Most recently, in 2020, Council authorized the City <br /> Manager to enter into a three-year license agreement with Accela. At that time, staff <br /> anticipated that during the three-year term the City and Accela would plan for and <br /> initiate a migration to Accela's cloud-based system. However, during the past three <br /> years, priority ultimately was assigned to other efforts, including launching Accela <br /> Citizen Access (ACA) for digital building permit submittals, DigEplan for electronic plan <br /> review, and SolarApp+ for streamlined photovoltaic permitting. <br /> In August 2023, Accela notified staff that it will no longer provide maintenance for use of <br /> the existing on-premise (non-cloud-based) platform effective June 30, 2025. This <br /> maintenance includes updates, service packs, and patches to maintain and enhance <br /> the product. While Accela will not provide new updates or patches after June 30, 2025, <br /> it will continue to provide support for the existing on-premise platform until December <br /> 31, 2025. <br /> DISCUSSION <br /> In addition to discontinuing service and support of on-premise systems, Accela will now <br /> only offer annual renewals until December 2025. While staff anticipates migrating <br /> Accela to the cloud-based platform in the coming year, there may be a need to exercise <br /> an additional one-year extension in 2024, allowable under the existing agreement, if the <br /> project requires additional time and resources to complete. <br /> Staff recommends the City Council approve and authorize the City Manager to execute <br /> the attached Order Form to continue the agreement with Accela for one year. The <br /> attached Order Form covers the period of December 14, 2023 through December 13, <br /> 2024, and continues the existing license, maintenance and support services provided by <br /> Accela. Continuing the existing software service with Accela will enable the City to move <br /> forward with the planned migration to a cloud-based system over the next year while <br /> maintaining the functionality of ACA, DigEplan and SolarAPP+ that have been rolled out <br /> over the past two years. Accela continues to perform well with these integrated software <br /> systems and supports the continued modernization and streamlining of the City's Permit <br /> Center processes. <br /> STRATEGIC PLAN ALIGNMENT <br /> Approval of this action advances the Citywide ONE Pleasanton strategic plan goal of <br /> Optimizing Our Organization, Strategy 2 — Procure and integrate critical software <br /> platforms across departments for effective use by City staff and the public. While the <br /> Accela software itself is not new to the City, the licensing agreement with Accela has <br /> allowed for recent implementation of a number of other critical software platforms which <br /> integrate with the Accela system, including DigEplan and SolarApp+, as well as Accela <br /> Citizen Access for self-service online permit application submittals by the public. <br /> Continuing the license agreement with Accela allows for opportunities to continue to <br /> modernize processes in the Permit Center. <br /> Page 2 of 3 <br />
