PUBLIC HEARINGS AND OTHER MATTERS 12. Introduction of proposed Memorandum of Understanding between the City of Pleasanton and the Pleasanton Police Officers' Association for a three-year term ending May 31, 2026 Recommendation: Provide comment regarding the key elements of the tentative agreement negotiated between the Pleasanton Police Officers' Association and the City of Pleasanton. City Manager Beaudin introduced the item and staff. Tim Davis with Burke Williams & Sorensen presented the item and responded to questions. Mayor Brown opened public comment. The following individual provided comment: Brian Jewell. Mayor Brown closed public comment. 13. Public Hearing —Adopt resolutions to amend the Master Fee Schedule for water and sewer rates effective November 1, 2023, and January 1, 2024 for sewer and water rates, respectively Recommendation: Accept the 80 validated protests to the rate changes received as of the close of business on September 8 (the date of the drafting of the report) as well as any additional protests received through the public hearing on September 19, 2023. If the City does not receive written protests to the rate changes from more than 50 percent of the affected customers, staff recommends the City Council waive the full reading and adopt resolutions for the proposed changes in the Master Fee Schedule to be effective November 1, 2023, and January 1, 2024, for both water and sewer rates. City Manager Beaudin introduced the item and staff. Norm Dorais, Interim Public Works Director, Tamara Baptista, Assistant Director of Public Works, and Brian Bass with Raftelis Financial Consultants presented the item and answered questions. Mayor Brown opened the public hearing to receive comments. The following individuals provided comment: Charles Abney, Lon, Sanjay Kamat, Vicki LaBarge, Deseree Ralph, Jim McEnerney, Stephen Wallace, Vasudha Gadre by Sanjay Kamat, Jon Krueger, and Linda Kelly. Mayor Brown reported at 9:09 p.m. that Councilmember Testa left the meeting due to family emergency and would not be returning to the meeting. Mayor Brown called for a recess at 9:53 p.m. The meeting reconvened at 10:04 p.m. The Mayor resumed the public hearing. The following individuals provided comment: Art Gwerder, Larry Gossett, Arne Olson, Rosalind Rondas, Mike Chen, Kelly Ceglio, Deepak, Ganesh, Billie Otis, Dean Wallace, Bart Hughes, and Faiza Amer. Mayor Brown closed the public hearing. Mayor Brown called for a recess at 10:45 p.m. to verify tabulation of submitted written protests. The meeting reconvened at 10:52 p.m. Norm Dorais, Interim Public Works Director, reported that 202 written protests were received by the close of the public hearing.
