BACKGROUND <br /> The Department of Resources Recycling and Recovery (CalRecycle) has been tasked <br /> with administering a one-time grant program intended to aid the implementation of <br /> regulations adopted by CalRecycle pursuant to Chapter 395, Statutes of 2016. Among <br /> efforts to reduce, recycle and reuse solid waste generated in the state, this grant <br /> program will provide funding on a per capita basis to local jurisdictions to assist with <br /> meeting regulation requirements associated with SB 1383. Funds are calculated by <br /> CalRecycle with each city eligible for a minimum of $20,000 or an amount allocated on <br /> a per capita basis, whichever is greater. The FY 2022/23 CalRecycle funding cycle <br /> commences in April 2024 and cities will have until April 1, 2026 to spend the funds. <br /> Eligible SB1383 activities include: <br /> • Collection <br /> • Edible Food Recovery <br /> • Education and Outreach <br /> • Enforcement and Inspection <br /> • Equipment/Bins/Containers <br /> • Procurement Requirements <br /> • Program Evaluation/Gap Analysis <br /> • Record Keeping <br /> • Staffing. <br /> DISCUSSION <br /> Staff proposes utilizing the grant funds to pay for a portion of the salary for the full-time <br /> management analyst position assigned to waste and recycling. This position is currently <br /> funded by special revenue funds: Import Mitigation Fund (Fund 115) and Measure D <br /> Fund (Fund 105). The Import Mitigation Fund will be fully expended by June 2024. The <br /> SB 1383 Local Assistance Grant will be used to partially fund this position's salary over <br /> the two-year period from March 2024 to April 2026. <br /> The full-time management analyst position assigned to waste and recycling is a critical <br /> to the City's implementation of SB1383 actions, focusing on diverting organic waste <br /> from landfills and reducing methane emissions, which significantly contribute to climate <br /> change. <br /> STRATEGIC PLAN ALIGNMENT <br /> Approval of this application and subsequent use to support a full-time position dedicated <br /> to waste and recycling compliance advances the Citywide ONE Pleasanton strategic <br /> plan goal of Investing in Our Environment, Strategy 6 — Continue to implement priority <br /> items from the Climate Action Plan 2.0 (CAP) to lead by example in environmental <br /> sustainability. In addition it will support the City's ongoing efforts to implement and <br /> comply with various State law and regulations related to Waste and Recycling such as <br /> SB 1383, AB 1826, AB 341, AB 1201, and SB 54. <br /> Page 2 of 3 <br />
