1 <br /> THE CITY OF <br /> - ' PF CITY COUNCIL AGENDA REPORT <br /> PLEASANTON <br /> November 7, 2023 <br /> City Manager <br /> TITLE: ADOPT A RESOLUTION AUTHORIZING SUBMITTAL OF AN APPLICATION <br /> TO CALRECYCLE FOR SB 1383 LOCAL ASSISTANCE GRANT PROGRAM <br /> (FY 2022/23) AND RELATED AUTHORIZATIONS, AND ACCEPT GRANT <br /> FUNDS IN THE AMOUNT OF $144,587 <br /> SUMMARY <br /> The Department of Resources Recycling and Recovery (CalRecycle) offers the SB <br /> 1383 Local Assistance Grant Program pursuant to Chapter 395, Statutes of 2016. This <br /> non-competitive grant program provides one-time funding to local jurisdictions to assist <br /> with the implementation of regulation requirements associated with SB 1383. <br /> CalRecycle is now distributing $90,000,000 for last fiscal year's grant cycle — Fiscal <br /> Year 2022/23 — to eligible cities, counties and special districts directly responsible for <br /> solid waste collection services subject to funding availability for the one-time program. <br /> Each city is eligible to receive a $20,000 base award or an amount calculated by <br /> CalRecycle, on a per capita basis, whichever is greater; the City of Pleasanton's per <br /> capita allocation is $144,587. <br /> RECOMMENDATION <br /> Adopt a resolution authorizing the City Manager or designated staff to submit an <br /> application for the CalRecycle SB 1383 Local Assistance Grant Program Fiscal Year <br /> 2022/23 funding cycle and accept the allocation of $144,587 in grant funds. <br /> FINANCIAL STATEMENT <br /> If the application is successful, the total allocation will be $144,587 to be received in <br /> April/May 2024. A mid-year budget adjustment would be completed to allocate 4 months <br /> of the funding in the current Fiscal Year 2023/24 and the remaining funding will be <br /> budgeted to the 12 months of Fiscal Year 2024/25. The remaining 10 months of Fiscal <br /> Year 2025/26, July 2025 through April 2026 would be incorporated into the next 2-year <br /> budget. <br />
