Alternatives (or combinations of other options that can <br /> produce 3,500-acre feet/year) that passed the initial screening were evaluated in further <br /> detail based on the criteria developed. <br /> 4. Alternatives Evaluation COMPLETED <br /> BC refined the evaluation criteria based on feedback from the Ad Hoc Subcommittee <br /> and confirmed the requirements with the Ad Hoc Subcommittee in January 2023. BC <br /> worked with the Ad Hoc Subcommittee to assign relative weights to the criteria and <br /> develop a scoring rubric for the alternatives. <br /> Task 4 focused on a deeper technical analysis of the alternatives (e.g., groundwater <br /> modeling to estimate long-term yield and water quality and coordination with the City's <br /> hydraulic model to estimate the ability to distribute future maximum day demands) to <br /> further scope the alternatives, scored them against the evaluation criteria, and prepared <br /> preliminary cost estimates. BC then prioritized the alternatives, and the preferred option <br /> was recommended. <br /> 5. Recommendations and Report COMPLETED <br /> BC will present potential project delivery models for design, construction, operation and <br /> maintenance, financing, and ownership of the preferred alternative from Task 4 and <br /> make a recommendation. BC will prepare draft and final reports summarizing the work <br /> performed, presenting the results of the alternatives evaluation, and including an <br /> implementation plan for the preferred alternative that includes the recommended project <br /> delivery model, significant tasks, and milestone schedule. <br /> 6. Council Meetings and Engagement IN PROGRESS <br /> BC to attend monthly Ad Hoc Subcommittee meetings and coordinate with City Staff to <br /> prepare for meetings, including preparation of slides. BC to attend City Council <br /> meetings quarterly and coordinate with City Staff to prepare for meetings, including the <br /> development of slides. This task also includes supporting relevant public engagement <br /> efforts, such as addressing public comments and questions raised during Ad Hoc <br /> Subcommittee or City Council meetings, as appropriate. <br /> CONCLUSION <br /> Based on the analysis provided in the discussion above, Staff recommends the City <br /> Council take several actions, including <br /> • Accept the Water Supply Alternatives Study Draft Final Report October 12, 2023 <br /> • Approve proceeding with planning and developing two new wells as the preferred <br /> water supply alternative, including evaluating a joint project with Zone 7 Water <br /> Agency <br /> • Establish a new Capital Improvement Project— Two New City Wells (Wells 9 & <br /> 10 and Associated Pipelines) CIP No. 24174 <br /> Page 7 of 8 <br />
