if that were not the case based on modeling or test well results, Staff would return to the City Council and re-evaluate the supply alternative recommendation accordingly. The City Council raised questions in this regard at its September 19 review of preliminary results. Staff has evaluated these concerns and provided the following in response: • Between the model upgrade being done by Zone 7 and the implementation of a test well, Staff believes the additional information gained will provide sufficient verification for making a long-term investment in the two new wells approach. • Regarding the concept of advancing an alternative dual path should the new wells approach be determined not viable after modeling and test wells; Staff has verified that the design work already accomplished for the baseline project would put the City in a position to quickly pivot to the reduced baseline (Option 2) or the baseline (Option 1) and avoid delaying the operational completion of a new water supply. Beyond the next nine months of modeling and other preliminary work, the remainder of the schedule for completing the work is as follows: Activity Timeframe Collaborate with Zone 7 • Groundwater Modeling FY24 • Develop key terms for joint project Perform well tests and initiate the design of well FY25 facilities and pipelines Complete final design, construct and equip wells FY26 and FY28* and pipelines, then begin operation *Staff is evaluating project delivery methods that could reduce the implementation time and will bring a recommendation in this regard at the time the City Council considers proceeding with design and construction, which is expected in fall 2024. The project progress to date is summarized below by task. 1. Project Management ONGOING BC will provide project management services, including oversight of project staff, budget, and schedule. This is an ongoing task related to the management of the study. 2. Information Collection and Review COMPLETED The project team has gathered and reviewed data and information from the City and Zone 7, including the Zone 7 groundwater model. 3. Alternatives Development COMPLETED BC developed a list of water supply alternatives, which was reviewed and confirmed by the Ad Hoc Subcommittee and shared with Zone 7 for feedback. This list was intended to be comprehensive, and an initial screening step eliminated alternatives that were not Page 6 of 8
