if that were not the case based on modeling or test well results, Staff would return to the <br /> City Council and re-evaluate the supply alternative recommendation accordingly. The <br /> City Council raised questions in this regard at its September 19 review of preliminary <br /> results. Staff has evaluated these concerns and provided the following in response: <br /> • Between the model upgrade being done by Zone 7 and the implementation of a <br /> test well, Staff believes the additional information gained will provide sufficient <br /> verification for making a long-term investment in the two new wells approach. <br /> • Regarding the concept of advancing an alternative dual path should the new <br /> wells approach be determined not viable after modeling and test wells; Staff has <br /> verified that the design work already accomplished for the baseline project <br /> would put the City in a position to quickly pivot to the reduced baseline (Option <br /> 2) or the baseline (Option 1) and avoid delaying the operational completion of a <br /> new water supply. <br /> Beyond the next nine months of modeling and other preliminary work, the remainder of <br /> the schedule for completing the work is as follows: <br /> Activity Timeframe <br /> Collaborate with Zone 7 <br /> • Groundwater Modeling FY24 <br /> • Develop key terms for joint project <br /> Perform well tests and initiate the design of well FY25 <br /> facilities and pipelines <br /> Complete final design, construct and equip wells FY26 and FY28* <br /> and pipelines, then begin operation <br /> *Staff is evaluating project delivery methods that could reduce the implementation time <br /> and will bring a recommendation in this regard at the time the City Council considers <br /> proceeding with design and construction, which is expected in fall 2024. <br /> The project progress to date is summarized below by task. <br /> 1. Project Management ONGOING <br /> BC will provide project management services, including oversight of project staff, <br /> budget, and schedule. This is an ongoing task related to the management of the study. <br /> 2. Information Collection and Review COMPLETED <br /> The project team has gathered and reviewed data and information from the City and <br /> Zone 7, including the Zone 7 groundwater model. <br /> 3. Alternatives Development COMPLETED <br /> BC developed a list of water supply alternatives, which was reviewed and confirmed by <br /> the Ad Hoc Subcommittee and shared with Zone 7 for feedback. This list was intended <br /> to be comprehensive, and an initial screening step eliminated alternatives that were not <br /> Page 6 of 8 <br />
