playground. The replacement elements would incorporate references and pay tribute to <br /> the historic nature of the icehouse. The building needs significant repairs and would not <br /> withstand being relocated without essentially being reconstructed. The Meadowlark <br /> Dairy generally supports removing the building and installing a new restroom or play <br /> structure with seating areas. <br /> Restroom and Playground <br /> There is an existing two-stall restroom at the south end of Delucchi Park adjacent to <br /> West Angela Street. Additional restrooms closer to the bandstand were identified as a <br /> priority during the master plan update. Adding a playground in Lions Wayside Park was <br /> also identified as a priority in the master plan process. The potential removal of the <br /> icehouse would provide an ideal location for either a playground or a public restroom as <br /> it is near water, electricity, and sewer. The costs for a public restroom or playground <br /> would significantly reduce the number of improvements that could be made in the park <br /> to the extent that the City would essentially get a new restroom or playground, a new <br /> bandstand, and the associated amenities needed to support those facilities, but nothing <br /> else. <br /> Regional Trail <br /> Lions Wayside and Delucchi Parks run adjacent to and partially within the transportation <br /> corridor. Several plans have identified the extension of the regional trail system through <br /> the Lions Wayside and Delucchi Parks. The Firehouse Arts Center and the recent <br /> Transportation Corridor Parking Lot Project have improved sections of the regional trail <br /> system. Both concept plans show a wide pathway to the east side of Kottinger Creek in <br /> Lions Wayside Park that could serve as a temporary trail connector until the City has <br /> sufficient funding to build a permanent class one trail through the transportation corridor <br /> west of Kottinger Creek. <br /> Property North of Lions Wayside Park <br /> The 2022 Master Plan concept included a 25-car parking lot on the property that the <br /> City purchased to the north of Lions Wayside Park. The parking lot would provide an <br /> access point from First Street to the Firehouse Arts Center parking lot, more parking for <br /> downtown and the park itself. In both Concept A and B, the area will temporarily include <br /> mulch and potentially some trees along with the temporary trail connector, until funding <br /> is available to improve the property as a parking lot. <br /> Park Improvement Costs <br /> Funding for the proposed Lions Wayside and Delucchi Parks improvements totals <br /> approximately $1.9 million. The Phase 1 park improvements shown in Concepts A and <br /> B could be constructed for the available budget. The costs of the Phase 1 project <br /> components are as follows: <br /> Park Improvements (Phase 1) <br /> Bandstand: $180,000 - $200,000 <br /> Paving and furnishings: $700,000 - $750,000 <br /> TOTAL $900,000 - $950,000 <br /> Page 7 of 9 <br />
