The Commission supports the proposed design and
unanimously prefers Concept A, primarily due to the increased lawn area and the
stronger connection to the Firehouse Arts Center. There was a 50/50 split between
bandstand style Option A and Option B. Further comments requested adding more
trees and indicated that the preferred Phase 2 improvement would be a restroom.
DISCUSSION
On February 7, 2023, the City Council directed staff to suspend work on the updated
master plan and instead focus on constructing park improvements utilizing the available
project budget of approximately $1.9 million, which equates to approximately
$1.5 million for construction after design costs, contingencies, and an inflation factor are
taken into consideration. The proposed improvements are designed to avoid impacts to
Kottinger Creek, which regional, state, and federal agencies have jurisdiction over, to
avoid triggering regulatory approvals.
