18 <br /> THE CITY Of <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTONr <br /> October 3, 2023 <br /> Public Works <br /> TITLE: APPROVE LIONS WAYSIDE AND DELUCCHI PARKS CONCEPTUAL <br /> PLAN AND APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH <br /> CALLANDER ASSOCIATES LANDSCAPE ARCHITECTURE, INC. IN THE <br /> AMOUNT OF $115,000 TO PREPARE CONSTRUCTION DOCUMENTS <br /> FOR THE LIONS WAYSIDE AND DELUCCHI PARKS PROJECT, <br /> CIP NO. 06716 <br /> SUMMARY <br /> On February 7, 2023, the City Council directed Staff to suspend work on the Lions <br /> Wayside and Delucchi Parks Master Plan update and focus on constructing park <br /> improvements utilizing the remaining budget of approximately $1.9 million. The <br /> proposed improvements will focus on a new bandstand and park updates and are <br /> designed to avoid impacts that would trigger regulatory approvals. <br /> Two conceptual plans have been developed focusing on the bandstand's location, the <br /> style of the bandstand, and the associated park impacts. The concepts incorporate <br /> public feedback as well as City Council input from the master plan update discussion. <br /> Concept A locates the bandstand on the north side of Lions Wayside Park to create a <br /> stronger connection to the Firehouse Arts Center and a larger lawn area. Concept B <br /> locates the bandstand approximately ten feet further east from where it currently is <br /> located to avoid encroaching on the regulatory agencies' jurisdiction, in this concept, <br /> lawn space is more limited. Additional amenities such as a playground, restroom, or a <br /> lawn with seating to provide more concert viewing areas could interchangeably replace <br /> the icehouse as a Phase 2 improvement. Staff recommends park design Concept A and <br /> bandstand style Option A and requests the City Council's prioritization of the park's <br /> Phase 2 improvements that cannot be completed within the existing budget parameters. <br /> The proposed professional services agreement with Callander Associates Landscape <br /> Architecture, Inc. (Callander) in the not-to-exceed amount of$115.000 will provide <br /> construction documents and support services for the proposed renovation of the Lions <br /> Wayside and Delucchi Parks Project, CIP No. 06716. Construction is tentatively <br /> scheduled to start in the summer of 2024 (around the concert series), with completion <br /> expected before the 2025 summer concert series. <br /> PARKS AND RECREATION COMMISSION RECOMMENDATION <br /> The Commission unanimously supported recommending park design Concept A, <br /> primarily due to the increased lawn area and the stronger connection to the Firehouse <br />
