THE CITY OF 18 PLEASANTON MEMORANDUM Date: October 17, 2023 To: Mayor and City Council From: Gerry Beaudin, City Managerc_�� Norm Dorais, Interim Director of Public Works Subject: Continued from October 3, 2023 —Approve Lions Wayside and Delucchi Parks conceptual plan and approve a professional services agreement with Callander Associates Landscape Architecture, Inc. in the amount of $115,000 to prepare construction documents for the Lions Wayside and Delucchi Parks Project, CIP No. 06716. On October 3, 2023, the Pleasanton Downtown Association (PDA) requested that the subject agenda item be continued to provide an opportunity for the PDA to further review and comment on the conceptual plan options for the proposed Lions Wayside and Delucchi Parks plans. At the Council meeting, the City Council supported the PDA's request and continued the item to the October 17, 2023, City Council meeting. The PDA provided comments in a letter dated October 6, 2023 (Attachment 1). The comments focused on the requests noted below: • Accommodate the expansion of the farmers market by adding pavers into Delucchi Park • Create a gateway into downtown at First and Neal Streets • Include the PDA in conversations regarding the design of the bandstand, particularly in regard to providing a sound system • As a Phase 2 improvement, maximize parking opportunities around Lions Wayside Park. The proposed conceptual design for Lions Wayside and Delucchi Parks took into account the design elements of the 2022 updated master plan, such as expanding the farmers market and creating a gateway feature at the First and Neal Streets intersection, but specifically focused on those project features that were prioritized through the public comments and that could be constructed for the budget available. Staff recommends that, based on the public input received over the last decade, expansion of the farmers market and the creation of the gateway be considered as future phase improvements similar to the proposed phase 2 parking lot construction. Staff will work with the PDA on the sound system for the bandstand, and can provide accommodations (electrical, conduits, stubouts, etc.) for a sound system in the phase 1
