BACKGROUND <br /> On July 20, 2021, the City Council approved on-call professional services agreements <br /> with three consultants, including Carlson Management, Inc., for construction <br /> management and inspection services, with an aggregate total of$1 million over three <br /> years (with up to two one-year extensions) for all three agreements. The City Council <br /> approved task authorizations for up to $100,000 to be approved by the City Engineer. <br /> The Engineering Division started Fiscal Year 2023/24 with four vacancies out of a <br /> division of 18. Utilizing those on-call agreements, on May 25, 2023, the City Engineer <br /> enabled a task authorization for $99,892 to provide staff augmentation services with <br /> Carlson Management, Inc. through mid-October 2023. Carlson Management has <br /> provided consulting support services to the City since 1999, working on various <br /> improvements, including the 1-680 and Bernal Avenue interchange, the 1-580 and <br /> Foothill Road interchange, and the installation of the recycled water system. <br /> DISCUSSION <br /> The City is engaged in numerous planned projects as well as several emergency <br /> projects related to this year's winter storms and interim improvements to the water <br /> system, all of which require significant Engineering staff resources, including immediate <br /> and interim water improvements, 2023 winter storm repairs, and the Ken Mercer Sports <br /> Park electrical emergency repairs projects, in addition to implementing the Capital <br /> Improvement Program. In spring 2023, with the open vacancies and a significant <br /> amount of emergency work, the City issued requests for support to the on-call <br /> consultants. Only one firm, Carlson Management, Inc., responded with availability to <br /> provide support services. Staff augmentation was identified as the most efficient and <br /> effective solution for the necessary support, including coverage for "Engineer on Duty" <br /> services. <br /> Additional support is still required while the Senior Civil Engineer and Associate Civil <br /> Engineer positions await recruitment. Carlson Management's experience with the City's <br /> recycled water project provides a depth of knowledge toward supporting the interim <br /> water improvement project and is critical in helping to meet the accelerated design <br /> timeline. In addition, Carlson Management is working on the Annual Sewer Collection <br /> System Improvements, CIP No. 24278, the 2023 GHAD improvements, the Valley <br /> Avenue sound wall project, and participating in the "Engineer on Duty" services <br /> rotations. <br /> Page 2 of 3 <br />
