BACKGROUND <br /> Staff annually inspects playground equipment in all City parks to determine which play <br /> equipment needs maintenance or replacement. Based on the Fiscal Year 2021/22 work <br /> plan evaluation, it was determined that the playgrounds at Val Vista Community Park <br /> were in the greatest need of replacement. The park contains two separate playgrounds: <br /> one is located on the park's northern half, adjacent to the soccer fields, and the other is <br /> on the southern portion near the community garden. Both playgrounds need <br /> replacement; however, the budget was only sufficient to replace the southern <br /> playground. <br /> On August 13, 2022, the City advertised a Request for Qualifications (RFQ) for the <br /> playground renovation, for which four qualification packages were received on August <br /> 31, 2022, from the following vendors: <br /> • Miracle Playsystems, Inc. <br /> • Park Planet <br /> • Ross Recreation <br /> • Specified Play Equipment Company <br /> The City's Selection Committee selected Miracle Playsystems for the Val Vista <br /> playground project based on the quality of design, which was unique from other City <br /> parks, and the company's ability to perform as reflected in its qualification package. <br /> The City's public outreach for the playgrounds included noticing all tenants and property <br /> owners within 1,000 feet of Val Vista Community Park, posting signs at the park about <br /> the proposed playground renovation and public meeting, holding a public meeting on- <br /> site on Saturday, November 12, 2022, and advertising a questionnaire on social media <br /> for two weeks during November 2022. <br /> On December 7, 2022, the Parks and Recreation Commission unanimously <br /> recommended approving the proposed conceptual design; on January 17, 2023, the <br /> City Council approved the contract for the design, fabrication, and installation of the play <br /> equipment with Miracle Playsystems in the amount of$324,608.24. <br /> DISCUSSION <br /> Construction began in early June 2023 and was completed in July 2023. No change <br /> orders were issued for the project; however, Miracle Playsystems provided a credit of <br /> $2,250 for damage caused to the turf and irrigation around the playground during <br /> construction, reducing the contract amount to $322,358.24. The City hired one of its <br /> vendors, Jet Mulch, to blow in an additional 225 cubic yards of engineered wood fiber <br /> surfacing to replenish the existing playground surfacing for $9,714. <br /> Total available funding for this project was $360,000. The expenditures totaled <br /> $332,770, including advertisement, design, and construction. Staff recommends <br /> transferring the remaining balance of $27,230 from the Park's CIP — General Fund <br /> Page 2 of 3 <br />
