BACKGROUND <br /> The City has established a 20-year Repair and Replacement Plan, which annually <br /> provides a schedule for maintenance and preventative maintenance work for City <br /> buildings, such as interior and exterior facility painting, HVAC replacement, and <br /> remodeling and renovating City-owned facilities. Periodically, the City has utilized <br /> general contractors to most efficiently complete some work plan projects. <br /> DISCUSSION <br /> During a routine annual fire inspection by the Livermore-Pleasanton Fire Department, it <br /> was noted that the insulation in the roof of the Public Works mechanic shop needed to <br /> be removed and replaced. During the intense heat of summer, temperatures have been <br /> measured upwards of 130 degrees inside the building, which is unsuitable for proper <br /> working conditions. A Request for Bids (RFB) for insulation improvements for the <br /> mechanic shop was distributed. On August 28, 2023, staff conducted a mandatory pre- <br /> bid conference, which three potential contractors attended; of these, only Wilson <br /> General Contractor Inc. submitted a bid proposal in the amount of$184,781. Having a <br /> contractor allows the City to complete several projects simultaneously through a <br /> competitive pricing process.
