Staff provided a copy of the draft requirements to the current co-sponsored <br /> organizations, discussed their current residency percentages, and asked for their <br /> feedback. At the time of these conversations, four co-sponsored groups did not meet <br /> the 75 percent residency requirement. Groups were allowed to resubmit their updated <br /> rosters — removing duplicates, correcting mailing addresses, and confirming the <br /> accuracy of their information. After resubmitting, staff calculations still showed four of <br /> the co-sponsored groups fall below the 75 percent residency requirement (Attachment <br /> 3). <br /> Based on this, staff recommended a 65 percent residency rate to the Parks and <br /> Recreation Commission, allowing all current user groups to remain co-sponsored (some <br /> with modifications to their programming). RAGE girls' soccer and Ballistic United boys' <br /> soccer addressed the commission during public comment at the September 14, 2023, <br /> meeting, focusing their comments on two issues: noting their concerns about reducing <br /> the residency percent from 75 to 65 percent would create more co-sponsored groups to <br /> share limited field space and removing the option for no cost fields for co-sponsored <br /> groups. <br /> After receiving the presentation and comments from the public, the commissioners had <br /> the following feedback for staff: <br /> • Adjust the following statement to include the wording "...no or...": Make athletic <br /> fields available at no or low cost for the organization's program(s) <br /> • One commissioner commented that any fees charged to user groups be placed <br /> in an enterprise fund earmarked for park maintenance <br /> • One commissioner felt that they did not have enough data and wanted this item <br /> postponed. <br /> The commission voted 4-1 to recommend the revised requirements be adopted by the <br /> City Council with the inclusion of the wording "Make athletic fields available at no or low <br /> cost for the organization's program(s)." <br /> Staff contacted the co-sponsored groups following the Parks and Recreation <br /> Commission meeting to further discuss concerns and again discuss residency rates. <br /> During these discussions, it was determined that all co-sponsored groups could reach a <br /> 70 percent residency rate with some modifications to their programming. Based on <br /> these conversations, staff's recommendation to the City Council is for a 70 percent <br /> residency rates for all co-sponsored groups. This is greater than the 65 percent initially <br /> recommended by staff and the Parks and Recreation Commission, but less than the <br /> existing 75 percent residency rate, which would exclude existing co-sponsored groups, <br /> such that 70 percent is a good compromising solution. This percentage also allows <br /> Pleasanton to remain in the upper tier of residency percentages in the local area as <br /> shown in Attachment 4, which lists local Northern California cities and their residency <br /> rates for co-sponsorship status. <br /> Page 3 of 4 <br />
