BACKGROUND <br /> Alameda CTC's CIP is a near-term strategic programming document through which <br /> fund sources administered by Alameda CTC are consolidated and programmed through <br /> a single programming cycle. Alameda CTC's funding sources for the 2024 CIP Cycle <br /> are: Measure B, Measure BB, Vehicle Registration Fee (VRF), Transportation Fund for <br /> Clean Air (TFCA), and Federal One Bay Area Grant (OBAG) Program. <br /> The Alameda CTC's CIP's purpose is to strategically program available funds toward <br /> transportation investments that support the vision and goals of the Alameda CTC's <br /> Countywide Transportation Plan, multi-modal plans, and voter-approved transportation <br /> expenditure plans. More specifically, the 2024 CIP's focus is to provide for safety <br /> enhancements focusing on countywide bike and pedestrian high injury networks, and to <br /> support priority development areas including equity priority communities, transit priority <br /> areas, and projects that are construction ready. <br /> On May 10, 2022, the Alameda CTC released the 2024 CIP Notice of Funding <br /> Opportunity — Call for Projects with an estimated $150.8 million in Federal OBAG and <br /> Alameda CTC discretionary local funds available. Applications to the Alameda CTC <br /> were due on June 30, 2022. The City submitted the West Las Positas Multimodal <br /> Reconstruction project for consideration for OBAG and/or CIP discretionary funds. <br /> The Alameda CTC received a total of 52 applications requesting approximately $266.6 <br /> million in project funds. On May 25, 2023, the Alameda CTC approved the 2024 CIP, <br /> totaling $207 million programmed over FY2023/24 through FY2027/28. The funding <br /> consists of new project programming, allocations to previously programmed projects, <br /> and technical adjustments to the CIP as follows: <br /> • $179.7 million in new programming and allocation consisting of funds from <br /> Measure B, Measure BB, VRF, TFCA, and OBAG <br /> • $11.7 million in previously approved programming actions occurring after the <br /> 2022 CIP Update <br /> • $10.8 million in allocations to previously programmed and allocated funds <br /> • $4.8 million in technical adjustments to previously programmed and allocated <br /> funds. <br /> The recommendation of $179.7 million in new programming and allocations is <br /> comprised of $148.8 million in new discretionary funds, with the remaining $30.9 million <br /> allocated from Measure BB for projects identified in the 2014 Transportation <br /> Expenditure Plan. A total of 35 of the 52 applications were awarded the $148.8 million in <br /> new discretionary funds, comprised of Measure B, Measure BB, VRF, TFCA, and <br /> OBAG. The City submitted an application for the West Las Positas Multimodal <br /> Reconstruction Project requesting $10 million in funding. <br /> Page 3 of 4 <br />
