Exhibit A <br /> A <br /> dogma <br /> DOWNTOWN <br /> ASSOCIATION <br /> Report to City Council <br /> 2023 Review and 2024 Budget <br /> STRUCTURE <br /> The Downtown Pleasanton Business Improvement District (PDA) is a non-profit service <br /> organization comprised of all downtown businesses and dedicated to the ongoing revitalization <br /> of Pleasanton's historic business district. The downtown business improvement district was <br /> created in 1984 by the Pleasanton City Council under the provisions of California Business <br /> Improvement District/Area law. <br /> The current assessment formula is based on the annual business license payment: businesses <br /> located curbside, downstairs on Main Street are assessed at a rate of two times their business <br /> license; businesses with a Main Street address located upstairs, or not curbside, are assessed <br /> at a rate of one and a half times their business license; all other businesses(those located off <br /> Main Street) pay an amount equal to their business license. The minimum assessment is$50 <br /> and the maximum is$350. Non- profit businesses do not pay an assessment to the PDA. No <br /> changes in the district's assessment formulas or the boundaries of the district are <br /> recommended for 2024. <br /> The district currently includes approximately 600 members. Those members elect and are <br /> represented by a 13-member Board of Directors, where, as dictated by the PDA's By-Laws, no <br /> more than three directors may represent any one segment of the membership, but the board <br /> must include two property owners and two retailers/restauranteurs. <br /> In accordance with the City and PDA agreement, the PDA has created an organizational <br /> structure that is modeled on the guidelines recommended by the National and California Main <br /> Street Programs. The PDA has been, once again, designated as a 2023 Accredited Main Street <br /> America'"" program. Accredited status is Main Street America's top tier of recognition and <br /> signifies a demonstrated commitment to comprehensive commercial district revitalization and <br /> proven track record of successfully applying the Main Street Approach" <br /> Areas of focus are: <br /> Organization: The Organization Committee, known at the PDA as the Executive <br /> Committee, is made up of the five officers of the Board of Directors—President, President- <br /> Elect, Past President, Secretary and Treasurer. While the Board of Directors takes a broad <br /> approach, the Executive Committee focuses more closely on the operations of the PDA: <br />
