SECTION 3. APPOINTMENT. Said standby officers shall be <br />appointed by the City Council, with three to be appointed for <br />each councilman, and each standby officer to be designated <br />No. 1, No. 2 or No. 3. Said officers shall be appointed by <br />majority vote by resolution, and shall serve at the pleasure of <br />the Council. Upon vacancies or removal or resignations, the <br />Council shall forthwith make new appointments to keep the full <br />number of standby officers required. <br /> <br /> SECTION 4. PUBLICATION.
