14 <br /> THE CITY OF <br /> PLEA ,� :: - QN CITY COUNCIL AGENDA REPORT <br /> October 3, 2023 <br /> Public Works <br /> TITLE: APPROVE THE PURCHASE AND OUTFITTING OF SIX POLICE <br /> UTILITY HYBRID INTERCEPTORS IN THE AMOUNT OF $656,894 AND <br /> APPROVE BUDGET AMENDMENTS IN THE POLICE VEHICLE <br /> REPLACEMENT FUND <br /> SUMMARY <br /> As part of the City's 20-year Repair and Replacement Plan, six of 27 police patrol <br /> vehicles are scheduled to be replaced in Fiscal Year 2023/24. Patrol vehicles are <br /> typically replaced on a five-year cycle due to operational use, warranty expirations, wear <br /> and tear, mileage, and maintenance repair costs. <br /> Staff recommends the purchase of Ford Police Hybrid Utility Interceptors to meet <br /> operational changes, and for climate responsibility as aligned with the City's Climate <br /> Action Plan 2.0 by reducing the carbon footprint and transitioning the City's fleet into <br /> hybrids and, eventually, electric vehicles. Hybrid vehicles have the same functionality as <br /> their gas counterparts yet offer reduced emissions and fuel usage. <br /> RECOMMENDATION <br /> Staff recommends the City Council authorize the City Manager to: <br /> • Execute a purchase order with Folsom Lake Ford for six Ford Police Hybrid Utility <br /> Interceptors vehicles in the amount of $451,971, including a 15 percent contingency <br /> • Execute a purchase order with Lehr for the outfitting of six patrol vehicles in the <br /> amount of$181,960, as well as a 15 percent contingency <br /> • Approve the use of an existing purchase order with Crash Champions in the amount of <br /> $22,963 as well as a 15 percent contingency, to paint the front doors white <br /> • Amend the FY 2023/24 Budget for the Police Vehicle Replacement Fund by: <br /> o Increasing the FY 2023/24 vehicle appropriation by $136,684 <br /> o Decreasing the fund balance by $136,684 <br /> FINANCIAL STATEMENT <br /> The cost to purchase and outfit the six Ford Police Hybrid Utility Interceptors is $571,212. <br /> Staff is requesting a 15 percent contingency in the amount of $85,682 for unforeseen <br /> costs associated with the replacement and outfitting for a total purchase amount of <br /> $656,894. This purchase would be funded by the Internal Service Fund (511) Police <br /> Vehicle & Equipment Replacement (51122110-440107). A budget appropriation of <br /> $136,684 is needed in FY 2023/24 due to higher costs for hybrid vehicles. There is <br /> adequate funding in the Police Vehicle Replacement Fund for this budget appropriation. <br />
