BACKGROUND <br /> The Motor Control Center (MCC) at Ken Mercer Sports Park is the primary electrical <br /> device between PG&E's and the City's electrical systems. It was installed in 1990 as <br /> part of the Pleasanton Softball Complex Field House construction. The unit is located on <br /> the facility's south side, between softball fields two and three, and is housed in an <br /> exterior metal cabinet approximately 3 feet wide, 10 feet long, and 7 feet high. The unit <br /> is a commercial custom 800 amp, three-phase system. It houses the PG&E meter and <br /> electrical circuit breakers that feed most of the facilities in the park, including all staff <br /> facilities, several restrooms, most of the pathway lighting, and half of the softball field <br /> light breakers and controls. <br /> During a rain event on December 10, 2022, the MCC's circuit breakers tripped due to <br /> water intrusion into the MCC unit from a leaking roof panel. Harvey Electric, the City's <br /> on-call electrician, was called to the site and recommended the unit be de-energized <br /> from PG&E power to allow for an investigation inside of the equipment. PG&E came to <br /> the site on December 11 , 2023, and disconnected the MCC from PG&E power, <br /> informing the City that it would not reconnect the power until the unit is brought up to <br /> current PG&E standards. This caused the closure of several public restrooms and all <br /> City staff facilities at the park. <br /> Harvey Electric explored installing temporary power generators to restore power to the <br /> park after PG&E indicated it could not provide temporary power until March 2023, but <br /> this approach would have had a high cost of operation and raised concerns with the Bay <br /> Area Air Quality Management District. The City contacted its on-call consultant, <br /> Interactive Resources, Inc. (IR), for electrical design support. After reviewing the site <br /> and working with S.D. Electric (SD), the City's on-call contractor that performs electrical <br /> work for the City's pump stations, an alternative solution then running generators was <br /> developed, running power from the City's recycled water booster station located in the <br /> park. The City then reduced the pumping capacity of the recycled water booster station <br /> at Ken Mercer Sports Park to provide the necessary power to run the park. SD modified <br /> the existing electrical equipment and installed new circuit breakers to connect <br /> approximately 2,500 feet of temporary power lines and poles between the booster <br /> station and the maintenance building. The temporary system was completed on January <br /> 17, 2023, <br /> The City entered into an as-needed maintenance and trade services agreement with SD <br /> to provide electrical services on August 7, 2019, for a three-year contract with two one- <br /> year extensions. Contract amendment one extended the contract term one year to June <br /> 30, 2023. Contract amendment two extended the contract term to June 30, 2024. <br /> DISCUSSION <br /> IR, the City's on-call designer for the project, and SD developed a replacement plan for <br /> the MCC. SD then located a surplus MCC unit; however, PG&E did not approve it. After <br /> exhausting available equipment resources, it was determined that a new MCC unit <br /> would need to be purchased. IR completed the necessary electrical drawings and <br /> PG&E applications; SD contacted several vendors for a possible MCC unit, locating one <br /> vendor that can provide the MCC by February 2024. Upon PG&E's approval of the MCC <br /> on August 28, 2023, the MCC unit was ordered under S.D. Electric's existing as-needed <br /> Page of <br />
