BACKGROUND <br /> The Pleasanton Public Library building was constructed in 1988 with a concrete tile <br /> roofing system. After recent regular reports of water leaking into the building during rain <br /> events, Interactive Resources, Inc. (IR) was hired to complete an assessment of the <br /> building's waterproofing systems. The assessment determined the original <br /> underlayment of the tile roof was at the end of its useful life and noted water intrusion <br /> around the upper clerestory windows. The roof access was also limited, impacting the <br /> ability to maintain the roof properly. Additionally, the assessment noted damage to <br /> several building components around the windows resulting from the water intrusion. <br /> On December 15, 2021, Staff authorized a task authorization for $91 ,663 under an on- <br /> call agreement with Dahlin Group to provide design services to correct the issues <br /> identified by IR, which included interior lighting and study room improvements. After <br /> preliminary cost estimates were received, two separate projects were created, dividing <br /> the roofing and window work and the lighting work. <br /> On January 5, 2022, Staff authorized a task authorization for $91 ,185 under an on-call <br /> agreement with Dahlin Group to provide design services for the library's lighting and <br /> interior improvements. At that time, the Library Lighting Improvements Project, CIP No. <br /> 23493, was not established, and $30,754 out of the $91,185 was charged to CIP No. <br /> 14408 as part of interior improvements. <br /> On June 21, 2022, the City Council awarded the project to Argo Construction, Inc. for <br /> $2,249,020 and authorized Staff to approve and execute contract change order(s) for a <br /> not-to-exceed project contingency amount of $337,000 (approximately 15 percent), for <br /> unforeseen yet necessary related work. <br /> On December 6, 2022, the City Council appropriated an additional $190,000 to the <br /> Library Roof Replacement Project, CIP No. 14408 and authorized the remaining <br /> $85,000 from the unincumbered project balance, to fund various required change orders <br /> due to unforeseen conditions discovered during construction, including the replacement <br /> of six additional gable windows. The City Council authorized the City Manager or <br /> designee to negotiate final costs and execute change orders for up to a not-to-exceed <br /> amount of $612,000, an additional $275,000 from the prior authorized amount of <br /> $337,000. <br /> DISCUSSION <br /> The Library Roof Replacement Project included the removal and replacement of the <br /> entire 35,500 square feet of the tile roofing system; the removal and replacement of <br /> 2,800 square feet of single-ply membrane roofing material, which is used in the flat <br /> areas of the roof and not visible from the ground; and replacement of the clerestory and <br /> gable windows with a new window system and improved tinting for thermal efficiency. <br /> The project made several improvements to the access and maintenance of the roofing <br /> system. New gutters with gutter leaf protection were installed to reduce maintenance. <br /> Roof anchors for a fall-protection system and walkable tiles were installed to allow <br /> maintenance personnel to safely and easily access and service the roof and clean the <br /> upper clerestory and gable windows. Dropdown access ladders were installed inside the <br /> library for more accessible roof and HVAC equipment access. <br /> Page of <br />
