Equity: <br /> The Leadership of the Pleasanton Police Department has made an intensive effort to complete a <br /> comprehensive and thorough assessment of the President's Task Force report and its themes, <br /> recommendations, and action items. The effort of the department's leadership represents a <br /> commitment to the Pleasanton community by its Police Department to ensure the City's law <br /> enforcement agency exemplifies a culture and models practices that are contemporary, at the <br /> forefront of the policing profession, and meets the community's expectations. <br /> The Pleasanton Police Department has a long standing and demonstrated success of being <br /> accountable to the community it serves. With strong connection and meaningful partnerships <br /> between the Police Department and the community, the level of trust that exist and continues to <br /> be developed is reflective of that accountability. Pillar 2 of the Task Force Report highlights the <br /> issue and importance of civilian oversight to strengthen trust between the police and the <br /> community it serves. <br /> As of September, 2021, the Pleasanton Police Department formed Community Advisory Board <br /> (CAB) giving an opportunity for community members to have their voice heard. To promote trust <br /> and transparency, the Community Advisory Board will focus on public safety issues and engage <br /> in productive conversation with leadership at Pleasanton Police Department. Chief Swing will <br /> lead CAB meetings monthly and discussions may cover topics such as mental health response, <br /> use of force, and technology. Members will provide insights while weighing in on matters of <br /> policy and procedure. It was critical the make-up of the CAB reflected the diversity of our <br /> community. Diversity in all areas including race, gender, age, faith, thought, and experience. <br /> On January 1st, 2022, Pleasanton Police Department began tracking RIPA (Racial Identity and <br /> Profiling Act) data to the Department of Justice. Even though official data did not start being <br /> transmitted to DOJ until January of 2022, we began gathering data in a testing phase, starting <br /> October of 2021. The purpose of gathering this data is to ensure Pleasanton Police Officers are <br /> enforcing the laws equally without any malice or bias. <br /> Once approved for this grant, Pleasanton Police Department will continue our current policies <br /> and procedures regarding collecting data to make sure our enforcement efforts are being <br /> implemented fairly, without any malice or bias. <br /> Strategies: <br /> Pleasanton Police Department will use a multi-faceted approach in implementing the grant <br /> funds. Most of these efforts will be traffic enforcement related focusing on specific traffic <br /> violations which are the leading causes of injury collisions within Pleasanton. Grant funds will <br /> cover overtime used to assign officers to directed enforcement opportunities focusing on the <br /> grant goals to reduce collisions. Distracted driving , bicycle and pedestrian enforcement <br /> operations are ways the grant will be implemented within the city. Additionally, PPD will use <br /> grant funds to send officers to needed POST certified training programs such as SFST's, A-Ride, <br /> and DRE. These essential trainings are needed for officer development and increasing the <br /> confidence in officers when conducting proactive DUI enforcement operations. During this <br /> current nationwide shortage of police officers, PPD had several collaborative operations with <br /> neighboring agencies to conducted DUI enforcement operations. These operations were made <br /> possible by OTS grant funds and will assist with future similar operations. PPD will <br /> communicate with the community via social media and inform them about the grant and the goal <br /> of reducing factor that are contributing towards collisions. Portable lighted sign boards along with <br /> PPD's website will be employed to further the traffic safety message in the community. Bringing <br /> attention to specific traffic related issues will make the community aware of them and will assist <br /> in reducing the number of collisions within the city. <br />
