8
THE CITY OF
CITY COUNCIL AGENDA REPORT
PLEASANTON.
October 3, 2023
Police
TITLE: ADOPT A RESOLUTION TO ACCEPT AN OFFICER WELLNESS AND
MENTAL HEALTH GRANT PROGRAM AWARD FROM THE
CALIFORNIA BOARD OF STATE AND COMMUNITY CORRECTIONS
IN THE AMOUNT OF $54,762
SUMMARY
The California Board of State and Community Corrections (BSCC) established the
Officer Wellness and Mental Health Grant Program with the 2022 Budget Act and
automatically distributed funding to 394 law enforcement agencies throughout the state
to improve officer wellness and expand mental health resources. The BSCC has
awarded the City of Pleasanton Police Department a grant of $54,762 for the period of
June 1, 2022, through December 1, 2025.
RECOMMENDATION
Staff recommends the City Council adopt a resolution to accept the grant award for
$54,762 from the California BSCC and authorize the City Manager to execute all
documents, and appropriate $10,900 to project 23816 in the Operations Grant Fund in
FY2023/24, $22,508 in FY 2024/25, and the remaining $13,308 will be included in the
FY 2025/26 biennial budget. The City spent $8,046 of these grant funds on officer
wellness in FY2022/23.
FINANCIAL STATEMENT
Acceptance of the BSCC grant award will provide $54,762 in funding to support law
enforcement services by offsetting the City's expenditures for police officer wellness and
expand mental health resources. This grant will fund enhanced training for peer support,
critical incident stress management, and emotional wellness of officers, thereby
reducing General Fund expenditures. No City matching funds are required to accept this
grant award. The City utilized $8,046 of these funds in FY2022/23, the remaining funds
will be appropriated to project 23816 in the Operations Grant Fund, $10,900 in FY
2023/24, $22,508 in FY 2024/25, and $13,308 will be included in the FY 2025/26
biennial budget.
