DISCUSSION <br /> On September 5, 2023, the City Council appointed the members of the advisory board, <br /> which has since met and is recommending acceptance of the attached 2023 Annual <br /> report and the 2024 budget for the Downtown Pleasanton Business Improvement <br /> District assessments and other revenues (the PDA budget), provided as Attachment 1. <br /> The attached report and budget contain the following required information: <br /> 1. Any proposed changes in the boundaries of the district. For 2024, there are no <br /> proposed boundary changes. <br /> 2. The activities to be funded during the calendar year, and an estimate of the cost <br /> of providing those activities. <br /> 3. The method of levying the assessment in sufficient detail to allow each business <br /> owner to estimate the amount to be levied against the business for the year. <br /> There are no proposed changes in the method of levying the assessment for <br /> 2024. <br /> 4. The amount of any surplus or deficit revenues carried over from a previous year. <br /> 5. Contributions to be made from sources other than the assessments levied. <br /> 2023 Annual Report <br /> The report illustrates the organization's continued commitment to promoting the <br /> downtown with distinct marketing objectives, events, and member engagement. The <br /> PDA—which currently employs one interim executive director, one full-time events <br /> director, and one three-quarter time office and membership manager— focused its time <br /> and resources in 2023 to support the downtown businesses through communication, <br /> marketing, and community engagement. The organization is adapting to the post- <br /> pandemic era with renewed enthusiasm to promote economic vitality and the unique <br /> character of downtown Pleasanton. <br /> Despite recent changes in leadership within the organization, the interim executive <br /> director and PDA Board members are committed to rebuilding and strengthening the <br /> organization. The report highlights the PDA's commitment to prioritizing the common <br /> goals and interests of the downtown businesses and re-establishing connections <br /> between PDA members, and to marketing and communication efforts focused on <br /> promoting the downtown businesses, upcoming events, and issues facing the downtown. <br /> The PDA's robust social media efforts are meeting goals to increase awareness of <br /> downtown businesses, events, and vitality as summarized in the social media report. The <br /> PDA worked closely with City staff on the closure of Main Street for First Weekends on <br /> Main, the Downtown Parklet Program, and Downtown Vitality and Design Review <br /> Committee. <br /> Key priorities for the PDA include supporting downtown businesses through <br /> communication, marketing, and engagement, creating a positive downtown experience <br /> for the community, long-term organizational stability, and working with the City to <br /> evaluate a Business Improvement District restructure. <br /> Page 3 of 4 <br />
