2 <br /> THE CITY OF <br /> Z ' CITY COUNCIL AGENDA REPORT <br /> PLEASANTON, <br /> October 3, 2023 <br /> City Manager <br /> TITLE: ADOPT A RESOLUTION ACCEPTING AND APPROVING THE <br /> DOWNTOWN PLEASANTON BUSINESS IMPROVEMENT DISTRICT <br /> 2023 ANNUAL REPORT AND 2024 BUDGET AND DECLARING THE <br /> INTENT TO LEVY THE ANNUAL ASSESSMENT FOR 2024 <br /> SUMMARY <br /> The Downtown Pleasanton Business Improvement District (BID) assessment is <br /> collected annually as part of a three-step process described under State law. The City <br /> Council approved the first step on September 5, 2023, appointing an advisory board to <br /> prepare the annual budget and report describing the programs and activities of the BID. <br /> The Downtown Pleasanton BID Advisory Board has submitted its year-to-date 2023 <br /> report and budget for 2024. The advisory board is recommending no modifications to <br /> the district boundaries and no change in the method of levying the assessment for <br /> 2024. Staff recommends the City Council approve the second step in the annual BID <br /> assessment process by accepting and approving the 2023 report and 2024 budget and <br /> setting a public hearing to consider assessment of the levy for November 7, 2023. <br /> RECOMMENDATION <br /> Adopt a resolution accepting and approving the Downtown Pleasanton Business <br /> Improvement District 2023 annual report and 2024 budget as prepared by the Advisory <br /> Board, and setting the public hearing date for November 7, 2023, to levy the annual <br /> assessment. <br /> FINANCIAL STATEMENT <br /> The current agreement between the Pleasanton Downtown Association (PDA), as <br /> manager of the Downtown Pleasanton BID, and the City provides for the City to match <br /> the annual assessments paid by businesses in the BID. In 2023, the City match from <br /> the General Fund is estimated to be approximately $80,000, which is included in the <br /> City's current Fiscal Year 2023/24 budget. <br />
