Please elaborate on how this defined and what the drivers of cost are. <br /> <br />- It looks that Pleasanton is looking to further socialize water expenses. Please outline the increased cost socialization <br />happening with this new pricing model <br /> <br />- It is incorrect that Pleasanton has not increased water rates since 2011 - e.g. we had an effective approx. 30% increase <br />given our required consumption and then rate increase to compensate for subsequent usage decline. Since 2011, what <br />has been the average rate per consumption unit per year. <br />
