4. Alternatives Evaluation COMPLETED
BC refined the evaluation criteria based on feedback from the Water Supply Alternatives Ad
Hoc Subcommittee and confirmed the requirements with the subcommittee in January 2023.
BC worked with the subcommittee to assign relative weights to the criteria and develop a
scoring rubric for the alternatives.
Task 4 focused on a deeper technical analysis of the alternatives (e.g., groundwater
modeling to estimate long-term yield and water quality and coordination with the City's
hydraulic model to estimate the ability to distribute future maximum day demands) to further
scope the alternatives, scored them against the evaluation criteria, and prepared preliminary
cost estimates. BC then prioritized the alternatives, and the preferred option was
recommended.
5. Recommendations and Report TO BE COMPLETED
BC will present potential project delivery models for design, construction, operation and
maintenance, financing, and ownership of the preferred alternative from Task 4 and make a
recommendation. BC will prepare draft and final reports summarizing the work performed,
presenting the results of the alternatives evaluation, and including an implementation plan
for the preferred alternative that includes the recommended project delivery model,
significant tasks, and milestone schedule.
6. Council Meetings and Engagement IN PROGRESS
BC to attend monthly Water Supply Alternatives Ad Hoc Subcommittee meetings and
coordinate with City staff to prepare for meetings, including preparation of slides. BC to
attend City Council meetings quarterly and coordinate with City staff to prepare for
meetings, including the development of slides. This task also includes support of relevant
public engagement efforts, such as addressing public comments and questions raised
during Water Supply Alternatives Ad Hoc Subcommittee or City Council meetings, as
appropriate.
Submitted by: Fiscal Review: Approved by:
1&1411- W '
Norm Dorais Susan Hsieh Gerry Beaudin
Interim Director of Finance Director City Manager
Public Works
Attachment:
1.
