BACKGROUND <br /> The Pleasanton Police Officers' Association membership includes 75 of the City's sworn <br /> law enforcement personnel.The group is comprised of 13 police sergeants and 62 po- <br /> lice officers. The previous Memorandum of Understanding (MOU) covering PPOA mem- <br /> bers was for th e period June 1, 2020, through May 31, 2023. Representatives of the <br /> City met and conferred with representatives of PPOA and developed a successor <br /> agreement with a three-year term ending May 31, 2026. <br /> DISCUSSION <br /> In accordance with the Meyers-Milias-Brown Act, the parties are required to meet and <br /> confer in good faith over items covered within the scope of representation, including <br /> wages, hours and other terms and conditions of employment. The significant results of <br /> the negotiations include: <br /> 1. Term of Agreement: The term of the proposed agreement is three years with an <br /> expiration date of May 31, 2026. <br /> 2. General Wage Increases: <br /> a. Effective the firstfull pay period following ratification by City Council: <br /> • Six percent (6%) <br /> • Police Sergeant classification shall receive an additional market equity <br /> adjustment of three percent (3%) <br /> b. June 2024: Five percent (5%) <br /> c. December 2024: One percent (1%) <br /> d. June 2025: Four percent(4%) <br /> Other Changes: Agreements were also reached in the areas outlined below. <br /> 3. Career Incentive Program: <br /> Effective December 1, 2025, the City will establish a Master Officer/Sergeant <br /> Program for employees that satisfy the criteria outlined in the MOU. The Master <br /> Officer/Sergeant Program is a career development program that benefits the <br /> employees, the Pleasanton Police Department and by extension the residents of <br /> the City. <br /> The City shall provide Master Officer/Sergeant pay equal to two percent(2%) of <br /> base pay to eligible employees as a career development incentive. The Master <br /> Officer/Sergeant Program is designed to recognize employees who develop in <br /> Page 2 of 4 <br />
