FINANCIAL STATEMENT
$2,650,000 in TVTDF funds are already programmed in the Miscellaneous CIP Grants
Fund for the 1-680/Sunol Interchange Improvement Project (CIP No. 15551) in
FY 2023/24. Combined with funding in the Traffic Impact Fees Fund, there is a total of
$4,630,168 available for CIP No. 15551 in FY 2023/24. Staff recommends amending
AECOM's agreement to include design services, which is the next phase recommended
by the project development team. AECOM's proposal to complete the entire design
phase in accordance with CalTrans project development requirements is comprised of
eight tasks for a total of$4,903,132.
Table 1. Completion of these tasks will bring the project design to 95
percent. The remaining 5 percent of the project, Tasks 5 and 6 which total $562,801,
will be completed through another amendment to the contract when sufficient funding
becomes available in the Traffic Impact Fees Fund. While $350,000 is budgeted in the
Traffic Impact Fees Fund in FY 2024/25, given the unpredictable nature of impact fee
revenues generated in recent years, staff recommends holding off at this point. Staff will
closely monitor the level of impact fee revenues collected in FY 2023/24 and propose
budget adjustments, if needed at a later time, along with a necessary amendment to
fund Tasks 5 and 6 to fully complete the project design.
BACKGROUND
Tri-Valley Transportation Development Fee (TVTDF)
On October 13, 2013, the Counties of Alameda and Contra Costa, the Cities of Dublin,
Livermore, Pleasanton, San Ramon, and the Town of Danville entered into a JEPA to
Page 2 of 5
