FE.,.�M CITY COUNCIL AGENDA REPORT <br /> PLEASANTON, <br /> September 19, 2023 <br /> Community Development <br /> TITLE: APPROVE FUNDING AGREEMENT WITH THE TRI-VALLEY <br /> TRANSPORTATION COUNCIL RELATED TO ACCEPTING TRI-VALLEY <br /> TRANSPORTATION DEVELOPMENT FUNDS IN THE AMOUNT OF <br /> $2,650,000 AND AMEND THE PROFESSIONAL SERVICES AGREEMENT <br /> WITH AECOM TECHNICAL SERVICES ADDING ADDITIONAL SERVICES <br /> FOR THE NEXT PHASE OF DESIGN IN THE AMOUNT OF $4,340,332 FOR <br /> A NEW TOTAL CONTRACT AMOUNT NOT TO EXCEED $6,062,156 FOR <br /> THE SUNOL INTERCHANGE IMPROVEMENT PROJECT (CIP NO. 15551) <br /> SUMMARY <br /> The City is identified in the Tri-Valley Transportation Council's (TVTC) Strategic <br /> Expenditure Plan (SEP) as the project sponsor for the Sunol Interchange Modification <br /> (Project C-6). The SEP requires that the TVTC Funds for projects be allocated directly <br /> to the lead agency identified in the plan for expenditure. The TVTC approved the <br /> allocation of funds to the City in 2022 and requires an approved funding agreement to <br /> receive the funds. The City has programmed $2,650,000 in Tri-Valley Transportation <br /> Development Fee (TVTDF) funds as Miscellaneous CIP Grants in CIP No. 15551 in FY <br /> 2023/24. <br /> The Preliminary Analysis and Environmental Document (PA&ED) phase for the Sunol <br /> Interchange Project is nearing completion. The California Department of Transportation <br /> (CalTrans) is expected to approve the Project Report and Environmental Document — <br /> Initial Study/Mitigated Negative Declaration (IS/MND) in September 2023. Upon <br /> approval by CalTrans, the City may begin full project design. AECOM Technical <br /> Services, Inc. (AECOM) has been the City's professional consultant through the Project <br /> Initiation and PA&ED phases. To continue with the design phase, staff is recommending <br /> an amendment to AECOM's consulting contract for design services. <br /> RECOMMENDATION <br /> 1. Approve and authorize the City Manager to execute a funding agreement <br /> (Attachment 1) between the City of Pleasanton and the Tri-Valley Transportation <br /> Council for $2,650,000 in Tri-Valley Transportation Development Fee (TVTDF) <br /> funds for the Sunol Interchange Modification (Project C-6)/(CIP No. 15551). <br /> 2. Approve and authorize the City Manager to execute the Third Amendment <br /> (Attachment 2) to the Design Professional Services Agreement between the City <br /> of Pleasanton and AECOM Technical Services, Inc., to include an additional <br /> $4,340,332 in design services for a new total contract amount of $6,062,156. <br />
