FI RSTCARBO N Proposal <br /> SOLUTIONS <br /> FCS INTERNATIONAL•INC. <br /> compliance with C.3 guidance. Balance Hydrologics will characterize the nature of existing PFAs <br /> pollution at and in the vicinity of the project and the potential for project to exacerbate known <br /> problems. Findings will be documented in a peer review technical memorandum. <br /> Land Use—As the Housing Element has been updated recently, FCS will review and revise the Land <br /> Use section of the EIR to include new or revised goals and policies and determine the consistency <br /> of the project with the projections and policies of the Housing Element. <br /> • Noise—New baseline noise levels will need to be measured. Full noise modeling and analysis will <br /> be required. Other resource sections of the Administrative Draft EIR will be revised and updated to <br /> reflect new thresholds or revised thresholds, such as the inclusion of full Wildfire and Energy <br /> sections in the document and updating the project description throughout to account for the <br /> incremental change in the site plan. <br /> * Population and Housing—FCS will recalculate the population growth from the proposed project in <br /> light of current projections and evaluate the consistency of the project's population and housing <br /> growth with the new Housing Element estimates and the General Plan. <br /> Public Services and Utilities—Based on both changing conditions and the updated growth <br /> projections, FCS will re-contact the public services and utility providers for the project site to <br /> determine the adequacy of services such as fire and police and utilities such as water and <br /> wastewater treatment facilities. <br /> Visual Sims—FCS will complete new 3D modeling of the project as new plans have been <br /> submitted. FCS will also determine if an additional site visit with new photography will be <br /> necessary as existing conditions in surrounding areas may have changed. <br /> New Wildfire and Energy—The CEQA checklist now includes wildfire and energy as separate <br /> standalone sections. Especially given the increase in wildfires in recent years and public interest <br /> and concern, we believe that these sections should be included in the body of the EIR, rather than <br /> discussed in the "Effects Found Not to be Significant" section. <br /> Task 2: Additional Meetings and Management <br /> FCS currently has approximately$5,000 remaining in our budget for meetings and management. FCS <br /> anticipates that we will attend a re-kickoff meeting with the City and applicant team as well as resume <br /> regular meetings on a monthly basis to track progress and to discuss and resolve issues. Accordingly, FCS <br /> requests an additional$9,443 to support ongoing management and meetings throughout 2023 as we <br /> complete the Draft EIR for publication.
