FIRSTCARBON Proposal <br /> SOLUTIONS <br /> FCS INTERNATIONAL,INC. <br /> HIDDEN CANYON RESIDENCES AND PRESERVE EIR <br /> Project and CEQA Re-initiation <br /> Task 1: Review updated plans, and revise and complete administrative draft EIR <br /> FCS will review the updated plans submitted in March 2023, and will make revisions to reflect the <br /> updated project. FCS will also make revisions to ensure that the Administrative Draft EIR reflects current <br /> CECIA guidance, regulatory databases, and modeling practices. Specifically,the following work will be <br /> required to update the Administrative Draft EIR: <br /> The Project Description and associated graphics will be revised to reflect the updated site plan. All other <br /> sections of the Administrative Draft EIR will be reviewed and appropriate edits made. <br /> • Air Quality/GHG—Air quality emissions will be remodeled to utilize the latest version of CalEEM0d <br /> and account for new BAAQMD thresholds and 2022 Scoping Plan updates.The results of the re- <br /> modeling will be incorporated into the Air Quality/GHG analysis in the EIR. <br /> • Biology—FCS will review the applicant-provided BRA for adequacy and will confirm whether the <br /> methodologies used as well as the analysis and recommendations/conclusions are adequate for <br /> use in the preparation of the EIR. FCS will identify any scope refinements or additional technical <br /> analysis is required. <br /> • Cultural—FCS understands a Historic Resource Evaluation was prepared for the property by Ward <br /> Hill, and Phase I Archaeological Resources Assessment was prepared by the Basin Research <br /> Associates. FCS assumes these studies will remain sufficient and adequate, and that only updates <br /> to the CHRIS and NAHC records searches will be required. FCS will also request that the UC <br /> Berkeley Museum of Paleontology (UCMP) conduct a records search for the property, the results <br /> of which will be included in the Geology section of the EIR. <br /> • Geology and Soils—Ninyo & Moore, previously subcontracted on this project, will review readily <br /> available published regional maps and reports regarding geology and geologic hazards which may <br /> impact the project site; review the geotechnical and geologic aspects of the referenced <br /> background documents pertaining to the proposed development that have been provided for <br /> review as well as the previous Ninyo & Moore review in 2019; and prepare a letter to summarize <br /> the geotechnical peer review. <br /> • Hazards—FCS will perform an updated radius search to determine the presence of previously <br /> unidentified underground storage tanks or hazardous materials sites. <br /> Hydrology—Balance Hydrologics engineers will review the project proponent's <br /> hydrology/stormwater management report and supporting calculations and modeling for <br /> consistency with pertinent regulatory requirements including those from the City, Alameda Clean <br /> Water Program,Alameda County Zone 7 Flood Control, and the San Francisco Bay Regional Water <br /> Quality Control Board and will evaluate the proposed stormwater control plan to ensure <br /> NORTH AMERICA I EUROPE I AFRICA I AUSTRALIA I ASIA II <br /> FIRSTCARBONSOLUTIONS.COM <br />
