Approve the renewable natural gas program member agreement by and between ABAG POWER <br /> and the City of Pleasanton to procure SB 1383 compliant natural gas not to exceed $233,780 over <br /> a thirty-four month term <br /> Recommendation: Approve the Renewable Natural Gas Program Member Agreement by and <br /> between ABAG POWER and the City of Pleasanton to procure SB 1383 compliant natural gas not <br /> to exceed $233,780 over a thirty-four-month term. <br /> 2. Approve meeting minutes of July 18 and July 26, 2023 <br /> Recommendation: Approve the meeting minutes. <br /> Community Development <br /> 3. Actions of the Zoning Administrator and Planning Commission <br /> Recommendation: Approve the actions of the Zoning Administrator and Planning Commission. <br /> 4. Approve a $300,000 loan consisting of$241;176 in Federal Home Funds and $58,824 in Lower <br /> Income Housing funds to Tri-Valley REACH to augment County Measure Al funds previously <br /> allocated for the construction of two accessory dwelling units to provide affordable housing to four <br /> residents with developmental disabilities; approve an appropriation of $20,000 from the Lower <br /> Income Housing fund to offset the cost of City impact fees; and authorize the waiver of$20,000 in <br /> building permit fees for the project <br /> Recommendation: <br /> 1. Approve a $300,000 loan to Tri-Valley REACH, comprised of$241.176 in federal HOME <br /> Program funds and $58.824 in Lower Income Housing Fund to financially support the <br /> construction of the ADU at the Hansen property: <br /> 2. Appropriate $20.000 from the Lower Income Housing fund and grant these funds to Tri- <br /> Valley REACH for the purpose of paying the total amount of impact fees for the two ADUs <br /> for this project; and <br /> 3. Authorize the City's Chief Building Official to waive the project's building fees and refund <br /> Tri-Valley REACH any such fees that have already been paid for the project. <br /> 5. Adopt a resolution approving an amendment to the Option to Lease Agreement with Eden <br /> Housing for Ridgeview Commons <br /> Recommendation: <br /> 1. Adopt Resolution No. 23-1411 approving the Amendment to the Option to Lease <br /> Agreement for 3 years through December 31, 2026, with Eden Housing for Ridgeview <br /> Commons; <br /> 2. Authorize the City Manager and City Attorney to make minor modifications to the <br /> agreement, including any extensions or amendments that are necessary in the future; and <br /> 3. Authorize the City Manager to execute the agreement and any necessary documents <br /> related to Eden Housing's application for the proposed tax credit resyndication and <br /> rehabilitation of Ridgeview Commons. <br /> City Council Special Minutes Page 2 of 7 August 15. 2023 <br />
