Emergency Operations Plan <br /> Exercise evaluation assesses the ability to meet exercise objectives and capabilities by <br /> documenting strengths, areas for improvement, core capability performance, and <br /> corrective actions in an After-Action Report/Improvement Plan (AAR/IP).Through <br /> improvement planning, organizations take the corrective actions needed to improve plans, <br /> build and sustain capabilities,and maintain readiness. <br /> 3.13 Alerting and Warning <br /> Alerting and warning is the process of alerting governmental forces and warning the <br /> general public to the threat of imminent extraordinary danger. Success in saving lives and <br /> property is dependent upon timely dissemination of warning and emergency information <br /> to persons in threatened areas. Local government is responsible for warning the population <br /> within their jurisdiction. Depending on the nature of the threat and the population at risk, <br /> warning can originate at any level of government. Often the use of various warning systems <br /> and devices originate or are disseminated from a central location that is staffed 24 hours a <br /> day,typically the communications center. <br /> The City of Pleasanton has access to various systems that can be used to alert and warn <br /> employees and the public.Alert and warning is the process of alerting governmental forces <br /> and the general public to the threat of imminent extraordinary danger. EBRCSA is a P-25 compliant communications system that will provide <br /> fully interoperable communications to all 40 member agencies within Alameda and <br /> Contra Costa counties. The radio system encompasses a land area of over 1,500 square <br /> miles with a combined population of over 2.5 million people. The EBRCSA consists of six <br /> cells with a total of 36 sites, and a digital microwave system, linking all the sites to the <br /> master site controller, has been installed.The system is designed and sized to offer <br /> participation to adjoining counties, as well as State and Federal agencies. The EBRCSA is <br /> part of the Bay Area Urban Area Security Initiative (UASI),and has been working closely <br /> with its regional partners to ensure region-wide interoperability. EBRSCA also facilitates <br /> regional alert and warning capabilities for public safety agencies to warn the public at risk. <br /> 3.13.2 Emergency Alert System <br /> The Emergency Alert System (EAS) is designed for the broadcast media to disseminate <br /> emergency public information.
