3.07 Transportation/Circulation Impacts (Additional Traffic, Congestion, parking, Haz- ards, etc.) (Cont.): are projected to operate at LOS E/F conditions. Mitigations for these generally require completion of major planned infrastructure which is funded through developer fees/exac- tions and City general funds. Many of these are being studied as part of the City,s Gen- eral Plan Update. The project has contributed toward its local traffic fee by "pre-paying" for the Vineyard Avenue-Tawny Drive-Bernal Avenue traffic signal, an improvement which eliminated the adverse level of service at that intersection. The project's design accommodates turning/stacking movements satisfactorily, and it provides adequate on-site parking to meet anticipated demand. May be Significant X Insignificant Insignificant if Mitigated 3.08 Noise Impacts (Increases, Exposure to High Levels, etc.): Building and site construction would result in construction equipment noise. Construc- tion equipment would be required to meet DMV noise standards and be equipped with muffling devices.
