BACKGROUND <br />Historically, the City Council has developed a two-year work plan to set priorities that <br />consider the needs of the City and the community. As Pleasanton continues to balance <br />competing priorities, including new and emerging issues, the City Council authorized <br />staff to develop a five-year strategic plan. <br />ln November 2022, the City retained the services of Baker Tilly to assist with the <br />development of the five-year citywide strategic plan. ln February 2023, staff and the <br />consultant began the information gathering phase of the plan, starting with internal <br />engagement with the City Council, and City staff. <br />ln April and May 2023, an interdepartmental team of City staff led three types of <br />engagement activities in the community: focus groups, an open house, and pop-up <br />events at the farmers' market. The City also engaged FM3 Research to conduct the <br />citywide community survey, with results presented to the City Council at the July 18, <br />2023 meeting. ln June 2023, the consultant led a workshop with leadership from every <br />City department to review and refine the draft strategic plan mission, vision, values, <br />goals, and strategies. ln July and August, staff presented an update on the strategic <br />plan outreach and community input themes to the City's committees and commissions, <br />to answer their questions and receive feedback. <br />Staff and the consultant have used the information gathered throughout this process to <br />develop the draft strategic plan for discussion with the City Council. <br />DISCUSS!ON <br />Strategic Planning Process and Timeline <br />The draft five-year strategic plan sets a path for Pleasanton for the next five years, from <br />2023 through 2028. Figure 1 outlines the timeline for development of the plan. <br />Figure 1.
