BACKGROUND Historically, the City Council has developed a two-year work plan to set priorities that consider the needs of the City and the community. As Pleasanton continues to balance competing priorities, including new and emerging issues, the City Council authorized staff to develop a five-year strategic plan. ln November 2022, the City retained the services of Baker Tilly to assist with the development of the five-year citywide strategic plan. ln February 2023, staff and the consultant began the information gathering phase of the plan, starting with internal engagement with the City Council, and City staff. ln April and May 2023, an interdepartmental team of City staff led three types of engagement activities in the community: focus groups, an open house, and pop-up events at the farmers' market. The City also engaged FM3 Research to conduct the citywide community survey, with results presented to the City Council at the July 18, 2023 meeting. ln June 2023, the consultant led a workshop with leadership from every City department to review and refine the draft strategic plan mission, vision, values, goals, and strategies. ln July and August, staff presented an update on the strategic plan outreach and community input themes to the City's committees and commissions, to answer their questions and receive feedback. Staff and the consultant have used the information gathered throughout this process to develop the draft strategic plan for discussion with the City Council. DISCUSS!ON Strategic Planning Process and Timeline The draft five-year strategic plan sets a path for Pleasanton for the next five years, from 2023 through 2028. Figure 1 outlines the timeline for development of the plan. Figure 1.
