8/9/23, 3:41 PM Fair and Secure Housing Project <br />https://www.zoomgrants.com/rapp2.asp?rfpid=3776&propid=380588&dtype=official&ftype=&f=4/10 <br />Report 2 <br />By far, the most common trend we are seeing among Pleasanton tenants is tenants receiving 3-day notices or verbal <br />eviction threats due to being behind on rent. Due to the lasting effects of the pandemic and inflation, many low-income <br />Pleasanton tenants are still struggling to afford their monthly rent, even for months after the Alameda County moratorium <br />ended. Almost every tenant we helped in Q4 (the only quarter that included some post-moratorium months) had either <br />received a 3-day notice to pay rent or quit or was nervous about receiving one very soon. Many of these tenants also have <br />some rental debt that became due during the moratorium period, which they cannot be evicted for, but can still be sued for <br />in civil court or small claims. Some of those tenants owe more than $20,000 from the moratorium period. <br />In at least two instances, these tenants tried to get rental assistance from available resources, including St. Vincent De Paul <br />and City Serve, but the landlord refused to cooperate because the landlord simply wanted them out. These cases are <br />ongoing, but our involvement is critical to mediate those relationships and encourage the landlords to accept the rental <br />assistance and allow the tenants to remain. <br />Because so many Pleasanton tenants are struggling and the Court is facing an unprecedented eviction wave (with 800 <br />cases being filed in June 2023 alone vs. approximately 323/month pre-pandemic), we have begun implementing new <br />projects through other grants to expand the network of supports for tenants, including community-based partners through <br />our AC Housing Secure program. That way, we can provide more comprehensive supports and streamline referrals even <br />more. Centro attorneys also have access to limited, one-time emergency financial assistance through our county Alameda <br />County Housing Secure program, which can help resolve eviction cases using these one-time funds. These offerings will <br />greatly benefit Pleasanton tenants. <br />7.
