Location and Notification Map <br /> <br /> <br />STAFF RECOMMENDATION <br />Staff recommends the Planning Commission approve Conditional Use Permit (CUP) Case No. <br />P23-0389, based on the findings and subject to the draft conditions of approval in Exhibit A. <br /> <br />EXECUTIVE SUMMARY <br />Rabbi Reznick of the Chabad of the Tri-Valley wishes to operate an instructional facility for <br />school-aged children in grades K-8th who are home-schooled or enrolled in charter schools. <br />The proposed facility would be located on the second floor of the existing two-story building, <br />teaching religious courses Monday through Friday. The project site has 50 parking spaces. <br />The existing tenant on the first floor is a martial arts studio whose peak operation starts after 4 <br />p.m. when the proposed instructional facility would conclude its business. As such, two tenants <br />would share the existing on-site parking. Staff is supportive of the proposed use based on the <br />project analysis described below. And, staff finds the proposed facility, as conditioned, would <br />be consistent with the intent of the General Plan and objectives of the zoning district. <br /> <br /> <br /> <br />
