P19-0379, 1 Brozosky Hill Lane Planning Commission <br />This proposal requests a similar relocation of the “blob” located near the existing home to <br />the northern side of the property in order to achieve the following: <br /> <br />• Preserve significant natural features on hilltop areas with less grading and <br />retaining walls; <br />• Cluster of hillside custom homes in an area with easier access and less visual <br />impacts; and <br />• Protect open space area on the project site. <br /> <br />Otherwise, the following would need to occur to accommodate a new home near the <br />existing home: <br /> <br />• The existing approximately 16-foot-wide driveway would need to be regraded for <br />curb and gutter installation and for fire truck access; <br />• Two terraced retaining walls at approximately 5-foot-tall each would be installed; <br />• Additional grading would be needed to create a fire truck turnaround area <br />between the existing residence and the new residential lot; and <br />• Mature trees would be removed to accommodate the roadway modifications. <br /> <br />Staff finds the proposed relocation of the “blob” is appropriate for a hillside development. <br />The proposed development plan, with the relocation, would conform to the intent of the <br />Specific Plan, and it would cluster the third unit in a portion of the site designated in the <br />land plan for development, albeit with three homes rather than two. Both the Commission <br />and Council have supported “blob” relocation for other hillside residential developments in <br />vicinity. Staff believes the current proposal could be supported. <br /> <br />Discussion Point No. 1: Does the Planning Commission support the applicants’ <br />proposal for siting the homes? <br /> <br />2. Mass and Bulk of the New Homes <br />The Vineyard Avenue Corridor Specific Plan (VACSP) states the following apply to the <br />proposed development: <br /> <br />Residential Development Standards (page 25) <br />• Maximum Building Height in the HR District is approximately 30 feet. <br />• Building height is measured vertically from the lowest elevation of the building to <br />the highest elevation of the building, excluding chimneys. Primary buildings shall <br />be limited to two stories in height, and accessory buildings shall be limited to <br />approximately 25 feet and one story in height. <br />• Primary buildings located on Lot 17 and on existing elevations exceeding <br />approximately 540 feet shall be limited to approximately 25 feet in height and one <br />story. <br /> <br /> <br /> <br />
