FOR $121,216, AND <br /> MARK THOMAS & COMPANY, INC. FOR $231,906) FOR THE DESIGN OF <br /> INTERIM WATER IMPROVEMENTS TO IMPROVE THE POTABLE WATER <br /> SYSTEM CAPACITY AND RELIABILITY FOR THE RECOMMENDED CIP <br /> NO. 24171, CIP NO. 24172, AND CIP NO. 24173 <br /> SUMMARY <br /> Interim water improvements are necessary to improve the water system capacity, which <br /> will better utilize existing turnouts and increase reliability until the long-term water supply <br /> assessment's selected alternative can be designed and constructed. The interim water <br /> improvements will consist of constructing three 18- to 24-inch pipe segments (totaling <br /> 9,600 feet) and installing a new water turnout and booster station at Turnout 4. The <br /> existing pipe network was designed utilizing the City's three wells. Increasing flows at <br /> the existing turnouts to meet the water demand without using the wells creates an <br /> imbalance in the system as well as higher pressures and velocities in the pipelines than <br /> is recommended by the American Water Works Association (AWWA) as the higher <br /> pressures and velocities lead to damaged pipelines and water main breaks. The interim <br /> water improvements will build a firm capacity to meet the existing maximum day <br /> demand of 25.8 million gallons per day (mgd) through the existing turnouts. The <br /> improvements were identified in the draft Water System Master Plan as necessary to <br /> meet future maximum day demands of 32.8 mgd regardless of the water supply <br /> assessment selected alternative(s). To complete the construction of the interim water <br /> improvements by summer 2024, it was necessary to divide the improvements into three <br /> projects to align with the available design capacity of the existing on-call consultants. <br /> Staff recommends awarding professional services agreements with Woodard & Curran <br /> for the design of Turnout 4, the booster station, and 3,500 linear feet of 24-inch pipe on <br /> Stoneridge Drive for the not-to-exceed amount of$666,365; Pakpour Consulting Group, <br /> Inc. for the design of 1600 linear feet of 18-inch pipe along Bernal Avenue near Turnout <br /> 5 for the not to exceed amount of $121 ,216; and Mark Thomas & Company, Inc. for the <br /> design of 4,500 linear feet of 20-inch pipe along Sunol Boulevard for the not-to-exceed <br /> amount of$231 ,906. <br /> RECOMMENDATION <br /> 1 . Approve and authorize the City Manager to execute a professional services <br /> agreement with Woodard & Curran for civil engineering services for the design of <br /> Turnout 4, the booster station, and 3,500 linear feet of 24-inch water main for the <br />
