BACKGROUND
In February 2023, representatives from the City and Pleasanton Unified School District
met to explore collaborative programming that would support the health, wellbeing, and
safety of the Pleasanton student population after school. Historically, the Pleasanton
Library provided an afterschool program that was recreational but lacked academic
support for students, while PUSD was exploring a peer tutoring site at an accessible
location for students. Subsequently, in March 2023 the City and PUSD launched a six-
week pilot program for Extended Day Programming. The short-term pilot program was
designed to allow time for staff to determine program logistics and student usage, and
to develop a formal Memorandum of Understanding (MOU).
The Extended Day Pilot Program at the Pleasanton Library was offered to PUSD
students on weekday afternoons between March 6 to April 14, 2023, and provided a
transition from the school day to recreational and academic enrichment activities in the
library's community room. PUSD provided staff to deliver tutoring and the City provided
staff for recreational library programming; staff from both agencies worked
collaboratively to engage positively with the students.
Students participated in activities during the pilot program which included playing group
games, getting acquainted, browsing collections of books and materials, and tutoring.
Over the course of 35 afternoons during March and April, prior to the library's four-week
closure for roof and window repairs, a total of 627 PUSD students participated in the
program. Staff reported successful outcomes which included "watching the students
grow" over the course of the six weeks, developing positive peer and adult relationships
with students and staff, and "being in a safe space".
DISCUSSION
Evaluating the pilot program in the areas of student attendance, feedback, and
collaboration between City and PUSD staff, the Extended Day model was determined to
be successful. Staff from each agency met to debrief the pilot phase, discuss program
logistics and student needs, plan adjustments, and to develop a proposed MOU
between the City and PUSD.
The terms of the proposed MOU are:
• PUSD will utilize the City's Library facilities to implement academic support to the
District's students
• The City will provide staff to offer recreational library activities for students
• Program hours will be Monday-Friday from 3:30 PM to 5:00 PM, or as close to
this time as reasonable for regular school days, and from 1:30 PM to 3:30 PM, or
as close to this time as reasonable for shortened school days
• The MOU will be for a three-year term, beginning with the first day of the 2023/24
school year (August 10, 2023), with the option to extend by written amendment at
the City's discretion for an additional two years
• This MOU may be terminated by either agency by giving 60-days advance
notification to the other party in writing.
