2.08.080 <br />(Pleasanton Supp. No. 30, 7-23) 26 <br />limitation thereon, it shall be his or her duty and he or <br />she shall have the powers set forth in Sections 2.08.080 <br />through 2.08.210 of this chapter. (Prior code § 1-2.13) <br /> <br />2.08.080 Law enforcement. <br /> It shall be the duty of the city manager to enforce <br />all laws and ordinances of the city and to see that all <br />franchises, contracts, permits and privileges granted by <br />the city council are faithfully observed. The city man- <br />ager shall appoint certain specified city personnel to <br />enforce ordinances and statutes pursuant to the require- <br />ments of Penal Code Section 836.5. (Ord. 1316 § 1, <br />1987; prior code § 1-2.14) <br /> <br />2.08.090 Authority over employees. <br /> It shall be the duty of the city manager and the city <br />manager shall have the authority to control, order and <br />give directions to all heads of departments and to subor- <br />dinate officers and employees of the city under the city <br />manager’s jurisdiction through their department heads, <br />except for the office of city attorney. (Ord. 2244 § 2, <br />2023; Ord. 1444 § 1, 1990; prior code § 1-2.15) <br /> <br />2.08.100 Power of appointment. <br /> It shall be the duty of the city manager, and the <br />city manager shall appoint, remove, promote and demote <br />any and all official officers and employees of the city, <br />except the city attorney, subject only to rules and regula- <br />tions of appeal as may be established by the city council. <br />(Ord. 2244 § 2, 2023; Ord. 1444 § 1, 1990; prior code § <br />1-2.16) <br /> <br />2.08.110 Reorganization of offices. <br /> It shall be the duty and responsibility of the city <br />manager to recommend to the city council such reor- <br />ganization of offices, positions, departments or units <br />under his or her direction as may be indicated in the <br />interest of efficient, effective and economical conduct of <br />the city’s business. (Prior code § 1-2.17) <br /> <br />2.08.120 Ordinance recommendation. <br /> It shall be the duty of the city manager and he or <br />she shall recommend to the city council for the adoption <br />of such measures and ordinances as he or she deems <br />necessary or expedient. (Prior code § 1-2.18) <br /> <br />2.08.130 Attendance at council meetings. <br /> It shall be the duty of the city manager to attend <br />all meetings of the city council unless excused there- <br />from, except when his or her removal is under consid- <br />eration. (Prior code § 1-2.19) <br /> <br />2.08.140 Financial reports. <br /> It shall be the duty of the city manager to keep the <br />city council at all times fully advised as to the financial <br />conditions and needs of the city. (Prior code § 1-2.20) <br /> <br />2.08.150 Budget submittal. <br /> It shall be the duty of the city manager to prepare <br />and submit the proposed annual budget and the proposed <br />annual salary plan to the city council for its approval. <br />(Prior code § 1-2.21) <br /> <br />2.08.160 Purchasing duties. <br /> It shall be the duty of the city manager and he or <br />she shall be responsible for the purchase of all supplies <br />for all of the departments or divisions of the city. No <br />expenditures shall be submitted or recommended to the <br />city council except on report and approval of the city <br />manager. (Prior code § 1-2.22) <br /> <br />2.08.170 Investigations. <br /> It shall be the duty of the city manager to make <br />investigations into the affairs of the city and any de- <br />partment or division thereof, and any contract or the <br />proper performance of any obligations of the city. (Prior <br />code § 1-2.23) <br /> <br />2.08.180 Public utility franchise investigation. <br /> It shall be the duty of the city manager to investi- <br />gate all complaints in relation to matters concerning the <br />administration of the city government and in regard to <br />the service maintained by the public utilities in said city, <br />and to see that all franchises and permits granted by the <br />city are faithfully performed and observed. (Prior code § <br />1-2.24) <br /> <br />2.08.190 Public building and property <br />supervision. <br /> It shall be the duty of the city manager and he or <br />she shall exercise general supervision over all public <br />buildings, public parks and all other public property <br />which are under the control and jurisdiction of the city <br />council. This includes the authority to approve adminis- <br />trative rules, regulations and policies regarding the Plea- <br />santon Pioneer Cemetery. (Ord. 2165 § 1, 2017; prior <br />code § 1-2.25) <br /> <br />2.08.200 Hours of employment. <br /> It shall be the duty of the city manager to devote <br />his or her entire time to the duties of his or her office in <br />the interests of the city. (Prior code § 1-2.26) <br />
