BACKGROUND <br /> The City has two annual projects designed to maintain roadway infrastructure: the <br /> Annual Street Resurfacing and Preventative Maintenance Project and the Annual Slurry <br /> Seal of Various City Streets Project. The first project resurfaces various roadways by <br /> overlaying the existing pavement with a new layer of asphalt concrete, while the other <br /> project slurry seals a different set of roadways. The resurfacing project is considered a <br /> street rehabilitation project, while the slurry project is a preventative maintenance <br /> project. Together, these projects are designed to maintain the condition of the city's <br /> roadway pavement. <br /> Bernal Avenue bridge over the Arroyo Del Valle was constructed in 2009 and did not <br /> include an approach guardrail. The approach guardrail in the southeast quadrant was <br /> identified as a necessary safety improvement to protect the bridge structure, redirect <br /> vehicles away from the pedestrian path, and keep vehicles from leaving the roadway. <br /> The project was funded in the 2022/23 CIP program. <br /> DISCUSSION <br /> Bids for both the Annual Street Resurfacing and Preventative Maintenance Project and <br /> the Annual Slurry Seal of Various Streets Project were opened on May 10, 2023, and <br /> May 9, 2023, respectively. While the Annual Slurry Seal of Various Streets Project <br /> received seven bids and met the City's expectations, the Annual Street Resurfacing and <br /> Preventative Maintenance Project only received two valid bids with the lowest bid at <br /> $4,988,888 (41 percent higher than the Engineer's estimate of$3,530,000). The bidders <br /> were informed the bids were rejected due to insufficient funding and the work delayed to <br /> next year. The higher costs were attributed to an unusually large amount of Caltrans <br /> maintenance projects in the area that purchased the local supply of asphalt. <br /> To perform the necessary preparatory work for the Annual Slurry Seal of Various <br /> Streets Project and install the guardrail at Bernal Bridge, a new capital improvement <br /> project, the 2023 Streets Preventative Maintenance Project, was created to have a <br /> unique project identification to aid in bidding and project expenditure tracking. <br /> The project consists of preparatory work for approximately 1.35 million square feet of <br /> roadway scheduled for slurry sealing later this year. This work consists of pavement <br /> repair and crack sealing. Pavement repair involves removing 4 to 6 inches of the <br /> existing pavement section down to the roadway aggregate base material and replacing <br /> it with new asphalt concrete with the same thickness as removed. This is done when the <br /> pavement has failed in isolated areas and before the entire street surface is slurry <br /> sealed. Crack sealing involves cleaning the pavement cracks and application of sealant <br /> to prevent water and other substances from entering into the pavement.
