BACKGROUND <br /> The 2014 Parks and Recreation Master Plan recommended the City continue <br /> cooperative efforts with youth sports organizations to provide safe and accessible <br /> programs. Cricket was specifically mentioned as one of those programs and a <br /> dedicated cricket field was identified as a need for the community. <br /> When the Parks and Recreation Commission prioritized projects for the CIP work plan <br /> at its meeting in January 2021, a significant number of Pleasanton residents who <br /> supported the construction of a cricket field attended the meeting. Subsequently, based <br /> on support by the Parks and Recreation Commission, the City Council budgeted <br /> $250,000 for the research, design, and construction of a cricket field as CIP Project No. <br /> 22795 in the FY 2021/22 CIP work plan. <br /> Staff researched locations within Pleasanton that could accommodate a cricket field and <br /> in April 2022, the City Council selected the Ken Mercer Sports Park at the location to <br /> accommodate a cricket field. In June 2022, the City Council allocated an additional <br /> $250,000 for the cricket field project during the Fiscal Year 2022/23 Mid-Term Operating <br /> and Capital Improvement Program process. <br /> Staff identified three potential cricket field locations at the Ken Mercer Sports Park, <br /> conducted outreach with the public and sports user groups, and in September 2022 the <br /> City Council selected the existing Hardball Field B as the site for a cricket field. <br /> Following this, staff contracted with one of the City's on-call landscape architecture <br /> firms, Gates + Associates, to design the cricket field; the design was completed in May <br /> 2023. <br /> On June 6, 2023, City Council allocated an additional $50,000 for the cricket field <br /> project as part of the FY 2023/24 CIP work plan based on the estimated project costs. <br /> DISCUSSION <br /> The Ken Mercer Cricket Field Project comprises the installation of the City's first <br /> dedicated cricket field, an oval grass field approximately 360 feet wide by 390 feet long, <br /> including a 90-foot-by-10-foot synthetic turf cricket pitch in the center of the oval. The <br /> existing Hardball Field B baseball backstop will be removed, and the infield mix will be <br /> removed and replaced with grass to match the existing grass adjacent to the infield. The <br /> irrigation will be modified to accommodate the changes, a storage area will be provided <br /> for cricket equipment, and the existing soccer goal storage area will be relocated closer <br /> to the existing soccer fields at the park. <br /> Bids <br /> Sealed bids for this project were opened on June 14, 2023. Six bids were received, <br /> ranging from the low bid of $414,430 from ELLA to $619,505. The low bid is five percent <br /> lower than the Engineer's Estimate of$438,000 (see Attachment 2). Past work <br /> performed by ELLA was verified to be satisfactory. Staff recommends awarding the <br /> construction contract to the lowest responsible bidder, ELLA. <br /> Page 2 of 3 <br />
