BAAHA - Proposed Agreement for Fiscal Year 2023/24
Staff has been satisfied with the quality and level of service provided by BAAHA since it
replaced Hello Housing in May 2021, and staff is proposing that BAAHA continue to
administer the Pleasanton Homeownership Assistance Program (PHAP) for a period of
up to five years, and not to exceed $225,000 in total compensation. Implementation of
the proposed agreement will result in a continued high level of service to the public,
including existing BMR owners who may explore refinancing or selling their BMR
homes, PDALP program property homeowners who may explore refinancing or paying
off their DPA loan, and/or prospective first-time homebuyers. The agreement will also
continue to ensure a higher level of program compliance through the more regular and
systematic monitoring of current BMR owners and/or PDALP borrowers. While no new
BMR home sales are anticipated in FY 2023/24, BAAHA's BMR sale administrative fee
is reflected in the proposed agreement and would be charged if needed.
The proposed professional services agreement with BAAHA (Attachment 2) provides a
summary of the scope of services and budget.
u itty: Fiscal Review: Approved by:
I
Effen Clark Susan Hsieh Gerry Beaudin
Community Development Director of Finance City Manager
Director
Attachments:
1.
