53 | City of Pleasanton 2023-2031 Housing Element <br />Program 4.8 <br />The City will establish a streamlined review process for development of housing sites. This review <br />will serve strictly as a conformance analysis to evaluate projects proposed on housing sites <br />against objective standards. This review will not require City Council approval, but Planning <br />Commission approval may be required for larger projects (e.g., more than 50 units). <br />For residential mixed use, low- or medium density development proposals on sites where the <br />General Plan Land Use Designation allows for such uses, residential density shall be permitted <br />within the allowable density range as set forth in Table 2-3 of the Land Use Element; with Land <br />Use Element Policy 11’s requirement for public amenity when exceeding average density <br />suspended; and maximum density allowed as necessary to comply with applicable State law. <br /> Responsible Agency: Planning Division <br /> Time Period: Develop and implement streamlined process (March 2023)); suspension of <br />Land Use Element Policy 11 for allowed residential mixed use, low-, or medium density <br />development proposals effective upon Housing Element adoption <br /> Funding Source: Planning Division Budget <br /> <br />Goal 5: Address the community’s special-housing needs. <br /> <br />Policies <br />Policy 5.1 <br />Provide housing opportunities in residential, mixed-use and infill areas, especially near high <br />frequency transit and other services, for households with special needs such as studio and one- <br />bedroom apartments for the elderly and single-person households, Single Room Occupancy <br />(SROs), three-bedroom apartments for large households, specially designed units for persons <br />with disabilities, and units affordable to extremely low-, very low- and low-income households with <br />single-parent heads of households or those with disabilities (including developmental disabilities). <br /> <br />Policy 5.2 <br />Proactively encourage the production of housing which is affordable to extremely low-income <br />households (less than 50 percent of area median income) and to households at the low end of <br />the low-income range (50 to 80 percent of median income). <br /> <br />Policy 5.3 <br />Participate in local and regional efforts to combat homelessness in Pleasanton and work to <br />effectively meet the needs of the city’s unhoused residents.
