The Program EIR fully analyzed the impacts of the Housing Element, <br /> including development of housing on each of the proposed sites for re-zoning, and <br /> identifies various mitigation measures to address those impacts. The proposed revisions <br /> to the Housing Element and related amendments to the Land Use Element remain within <br /> the scope of the project analyzed in the Program EIR, and no further CEQA review is <br /> necessary. <br /> CONCLUSION <br /> Staff recommends the City Council adopt a resolution amending the adopted Land Use <br /> Element and 2023-2031 (6th Cycle) Housing Element of the General Plan in response <br /> to HCD comments. <br /> NEXT STEPS <br /> Following adoption of these amendments, staff will resubmit the amended Housing <br /> Element to HCD for review and certification.
