FINANCIAL STATEMENT <br /> No additional funding is needed to approve these consultant agreements. Funding for <br /> these contracts is budgeted under each individual Capital Improvement Program (CIP) <br /> project and each renovation project budget approved by the City Council. <br /> BACKGROUND <br /> The City has an ongoing need for general architectural services. The types of services <br /> needed may include, butare not limited to, general consulting,peerreview, architectural <br /> services, plan checking, Capital Improvement Program project design, providing <br /> architectural recommendations foremergencies, computer or manual drafting,and other <br /> tasks associated with public works infrastructure design, construction, and/or operation <br /> as assigned and directed by the City Engineer. These firms will provide architectural <br /> services for various city capital improvements. Since this is a varied and ongoing need, <br /> the City has found the best mechanism to acquire these services is through the use of <br /> "on-call" agreements. <br /> In June 2018, the City awarded three-year professional services agreements to <br /> Interactive Resources, Inc. Dahlin Group, Inc., and Perkins Eastman Architects, DPC <br /> for on-call general architectural services. The current agreements were extended for <br /> one year in June 2021, and again in June 2022, and expire on June 30, 2023. To <br /> ensure these types of services are readily available when needed, staff advertised a <br /> Request for Qualifications (RFQ) package in January 2023. The RFQ described the <br /> type of work needed, indicated thatthe City would be seeking multiple firms to perform <br /> the work, and indicated intention to enter into a three-year on-call professional services <br /> agreement with work assigned as needed. <br /> DISCUSSION <br /> Five general architectural firms submitted SOQs in response to the request. City <br /> Engineering and Support Services staff reviewed the SOQs and invited all five firms for <br /> interviews. A panel of three city staff members familiarwith project needs and types of <br /> services conducted interviews with the five firms: <br /> 1. AC Martin, Inc. <br /> 2. Dahlin Group, Inc. <br /> 3. Interactive Resources, Inc. <br /> 4. LCA Architects, Inc. <br /> 5. Nelson <br /> Based on ratings of the SOQs, interviews, and reference inquiries, staff recommends <br /> awarding professional services agreements to three firms: Interactive Resources, Inc., <br /> LCA Architects, Inc., and AC Martin, Inc. (see Attachments 1, 2 and 3, respectively). <br /> Staff believes these three firms are the most qualified to provide the required general <br /> architectural services for 2023 —2026. <br /> The term of the on-call agreement is for three years with the option of two additional <br /> one-year extensions. <br /> Page 2 of 3 <br />
