open space areas, firebreaks, trees, shrubbery, groundcover and irrigation systems for <br /> the subdivision (Tracts 6483 and 6518 in the city of Pleasanton). <br /> The assessments forthe coming yearfor District 1993-2 (Bonde Ranch)will be the same <br /> as last yearat $257.22 per privately-owned parcel, and $252.91 forthe one City-owned <br /> parcel. With a total of 103 parcels in the district(including the City-owned Bonde Ranch <br /> water tank parcel), this year's total assessment will be $26,489.35. This amount is not <br /> enough to fund the maintenance of the distract areas to the same level of maintenance as <br /> in past years. This amount will fund the reduced maintenance of the district, county <br /> assessment fees, and city administration fees but will notfund capital repair or <br /> replacement costs. <br /> The fund balance for capital repair and replacement is approximately$19,000 for this <br /> district. This amount is not enough for the significant improvements for which <br /> replacement must be considered in the near term. The improvements consist of a <br /> complete irrigation system replacement and plant replacement, tree pruning, and repair <br /> or replacement of other features such as fencing. However, staff recommends reducing <br /> the reserve by $10,000 to make necessary repairs to the 30-year-old fence this coming <br /> fiscal year. <br /> Despite shutting off the water due to existing leaks in the irrigation system, the fund <br /> balance for Bonde Ranch is insufficient for other basic maintenance tasks such as mulch <br /> replacement and more extensive fence repair, replacement, and painting. An increase in <br /> the annual assessment will be necessary to continue the maintenance standards of the <br /> distract and replenish the reserve needed to fund eventual capital repair and replacement <br /> costs. <br /> City staff began the process of potentially increasing the assessments forthe Bonde <br /> Ranch LIVID in 2022 through a Proposition 218-compliant voting procedure. However, <br /> the property owners at the neighborhood outreach meeting on February 3, 2022, <br /> expressed strong opposition to increasing the assessmentso staff placed the pursuit of <br /> a sustainable assessment amount on hold. <br /> Landscape Maintenance District 1994-1, Oak Tree Farm <br /> The Oak Tree Farm subdivision (District 1994-1) has 42 parcels and the distract has been <br /> in place for 29 years. Maintenance in this district includes the care of open space areas, <br /> entry features, decorative lighting, firebreaks, trees, shrubbery, groundcover and <br /> irrigation systems. <br /> The assessments forthe coming yearfor District 1994-1 will remain at$473.66 per <br /> privately-owned parcel and $465.75 forthe one City-owned parcel. With a total of 42 <br /> parcels in the district(including one City-owned sewer lift station parcel), this year's total <br /> assessmentwill be $19,885.81. This amount is not enough to fund the maintenance of <br /> the distract areas to the same level of maintenance as in past years.
